Ukraine has offered to organize the deposit used packaging collection system

A group of deputies has filed a bill number 5614 “On the system of collecting used containers iutilizatsii” wrote LIGA: LAW.

According to the project in Ukraine may introduce a system of collection of used containers, in which the beverage manufacturers and importers will denote container deposit label.

Accordingly, the consumer will pay the collateral value of the container and will be entitled to return the deposit containers in a collection point for the receipt of the deposit the cost for each unit.

Deposit system applies to any cardboard and paper packaging (coated with polyethylene and other polymer films, resins, lacquers, paraffin, foil, which do not dissolve in water), metal containers (iron, copper, aluminum, tin, tin-plated), glass, polymer containers and other containers in which the pourable food drinks.

Deposit system does not apply to export containers, alcoholic beverages, products transported through the territory of Ukraine and transit packaging for baby food.

It is assumed that manufacturers / importers will purchase deposit labels have accredited operators deposit system. Accordingly, such statements (not state-owned) will be required to organize the work of the whole system and implement compensation collection points.

The operator determines the deposit amount for each type of container, it can not be higher than the average deposit size of container set in the EU. The deposit amount is the same for reusable and disposable containers.

Retail stores can not sell drinks packaging which is not defined deposit label and will have to organize the collection site used containers – using automated equipment or without it.

Objectives of the project – the motivation of economic entities and citizens to the economical use of resources, reducing the volume of debris, reduction of environmental pollution, etc.
