In Ukraine, by 2030, they will introduce separate collection of garbage for the population, increase the responsibility of enterprises for waste and build 800 waste-processing plants. This is discussed in the National Waste Management Strategy, said Minister of Ecology and Natural Resources Ostap Semerak during an hour of questions to the government in the Verkhovna Rada.
He also published this strategy on Facebook. So, the strategy provides for three key principles:
transition to a closed cycle economy, which is the basis of a sustainable development strategy,
the expanded responsibility of the manufacturer, which will push the business to minimize waste generation and interest in their processing,
the introduction of a five-step hierarchy of waste management (its priority is the prevention of waste generation, and the least acceptable option is disposal).
“In our country, the volume of waste generation grows, areas of unauthorized landfills spread. The greatest burden on the environment is exercised by the chemical, metallurgical, coal mining industries, agriculture, and infrastructure. Annually about 10 tons of waste per one Ukrainian are formed. In Ukraine, about 36 billion tons of waste have accumulated. It is more than 50 thousand tons per one square kilometer of the territory of our country. Only 30% of industrial wastes are recycled, and only 4% are domestic, “Semerak said.
The Minister asserts that by 2030 it is quite realistic to achieve the introduction of separate waste collection suitable for processing in at least 5,000 settlements, the creation of 250 waste collection centers; create 800 new capacities for the processing of secondary raw materials, utilization and composting of biowaste.
“Thus, the volume of waste directed to processing will increase up to 20%,” Semerak predicts.
The strategy calls for a reduction in the number of municipal solid waste disposal sites – a reduction in the total volume of domestic waste disposal from 95% to 30% is foreseen.
According to the Minister, local self-government bodies will organize collection points for used goods.
“In dealing with household waste, we propose to introduce separate collection, identification of optimal areas for the location of regional waste transfer stations, plants, landfills, this requires construction for the funds of local governments. They should organize collection points for the reuse of furniture, household appliances, clothes and other goods that were in use, “the minister explained.
He noted that the priority in the field of waste management in agriculture will be the processing of waste into energy, feed and their composting. Particular attention is being paid to cleaning and rehabilitation of contaminated land with unsuitable pesticides and other chemical plant protection products.
