The transfer by the Cabinet of Ministers to local authorities of the ability to set tariffs for the export of sorted and unsorted household waste creates a regulatory framework for the removal of the garbage industry from the shadows.

“The transfer of the authority to establish tariffs for the disposal of sorted and unsorted garbage to local authorities prepares a regulatory framework to solve the problem of the lack of sorting of household waste,” the expert believes.

Now it all depends on the extent to which local authorities show their will to solve this problem.

“There are two main approaches to solving the problem of municipal solid waste in the world. Whereas in Ukraine in the city and the village the problem of utilization of solid household waste has not yet been resolved, ”the analyst specified.

He clarified that the first model is carried out in the United States, where the garbage is sorted not before, but after being taken to the recycling plant, whereas in Western Europe before being sent to the waste recycling plant.

“In Ukraine, the situation with garbage is different in both cities and villages. And if there is no problem with organic waste, the problem with inorganic waste is that the sorting of waste is of a shadow nature, ”A. Sergienko explained.

He also added that this is due to the homeless, who in the cities and the Roma in the landfills collect everything that can be delivered to recycling centers.

“But if this situation is not eliminated, then it will continue further and as a result there will be practically nothing to sort,” the expert is sure.

At the same time, according to the analyst, there is reason to believe that the waste recycling business in Ukraine is opposed to the sorting of garbage.

“The main reason for this position is that they receive their profits through recycling points. And they will be categorically against sorting garbage. Therefore, local authorities should have their say here. For example, the KSCA has already developed a concept for working with municipal solid waste at the city level, ”summed up A. Sergienko.

Recall, March 27 at a meeting of the Cabinet of Ministers of Ukraine secured the authority for the management of household waste for local government.

According to the Minister of Regional Development, Construction and Housing and Public Utilities Gennady Zubko, this concerns the formation of tariffs for the population for the removal, processing and disposal of household waste, the development of sanitary cleaning schemes, and the allocation of land for the construction of recycling plants and the reclamation of old landfills.

Officials believe that the differentiated pricing of services for the disposal of sorted and unsorted garbage will encourage people and businesses to pay more attention to the problem of waste.

“A mechanism has been painted for how you can sort household waste, but these are only recommendations. They also wrote that there should be a different tariff for sorted and not sorted waste. But there is not a word about what it will be, who will install and control it, ”- Ivan Davydenko, communication manager of the public association“ Ukraine without garbage ”.

Since January 1, according to the law “On Waste”, everyone is obliged to sort garbage. An amendment that prohibits the dumping of non-recycled household waste at landfills was introduced to the law in 2012. In the autumn, the Association Agreement with the EU began to work in full force, therefore all laws that comply with European standards must be implemented.
