Purely where clean. Often and thoroughly.
Purely where the order is the product of competition for economic benefits, and the cleaning process is not accompanied by social stigma.
In Ukraine, the first and the second paragraph, there are obvious problems.
First, clean up the garbage – it is the case of the lower strata of society. Is not it? In Ukraine, there is no caste system, but parents are afraid of children of the same phrase: “That’s not going to learn well – become a janitor.” Although this statement is far from the truth.

Where, then, to take civic responsibility, understanding the basics of the processing industry, willingness voluntarily to sort garbage and cleaning to control the organization?
Secondly, it is obvious that the purity of competing need to involve not only the enterprise but also ordinary Ukrainian. And this moment completely implemented. Ideally, customers should fight for a few cleaning companies. Yes, our market is not yet ripe for this, but the state a long time ago could run purity of support mechanisms that would contribute to the development of the European consumer consciousness.
So, one of the “garbage pests” Ukraine are plastic bottles. That is the basis of PET containers of garbage dumps, wherever they are: in yards, along roadsides or in the middle of streets and pedestrian zones.
The urgency of this problem does not require any proof, especially after a fire at the Lviv landfill. When the problem can not be solved at the level of state bodies or at the level of society, sooner or later, wait for tragedy.
The current scale of production of plastic containers and meager amounts of its recycling put the question bluntly: either we agree to something, to further complicate the lives of the next generations of Ukrainians, or run the appropriate social mechanisms for maintaining cleanliness.
Trash math
For the year in Ukraine produced a little less than a billion plastic bottles. And recycling is only 5% (although some domestic companies say 10%). The rest goes to landfills, accumulates, and then lit, so much so that to extinguish necessary aviation.
This is because that the Ukraine dramatically lags behind the total for the western countries the recycling trend. As long as we think how to create mechanisms for separate waste collection, already there is a question of fact, to require manufacturers to use only those materials that are recyclable.
Well, the fastest way to change the situation of the PET packaging – is to enter the collateral value for each plastic bottle.
Commercial price of the new 2-liter bottle (Sea offers enough zaguglit) – about 1,8-2 hryvnia. The fair value of the collateral could reach 30-40% of this amount. That is, for the return of a plastic bottle in perfect condition the consumer would receive 70-80 cents.
Surprisingly, at the legislative level has to make proposals on the introduction of the collateral value in the plastic containers. Its author was Viktor Baloga. Despite the rather populist sense of edits that make the MP called the law “On Waste”, the direction was right. But at the beginning of 2014 a proposal was stabbed on the committee, and at the end of that year and all withdrew.
And nothing has changed.
Only the political will
In 2014, critics saw the bill Viktor Baloga all the weaknesses of the national recycling system of plastic bottles. But if members really struggled for the result, it would have found the answers to the objections and finally make this initiative work.
But then it was not up to it: first presidential elections, then parliamentary, and all this against the backdrop of the war erupted. However, since a situation does not change. Meanwhile, the gulf in development between Ukraine and Europe continues to increase because of excuses such as “politically inexpedient” and winged # nenachasі.
Now everything on the shelves.
The first problem with the introduction of reusable PET packaging system – the lack of economic benefits for producers. They are much easier not to engage in the processing, but simply to fill up your beverages stores, without thinking about the consequences.
That this was the main claim of the profile parliamentary committee to the idea of recycling plastic bottles, saying that in the end have to pay for all the end customers, and to sense for the country, given the level of its technological development, no.
But this is not the case. This approach leads to unscrupulous use of the general environment as an asset of its own enterprise. After growth of the volume of waste that can burn and release toxic substances, and so hit the wallets of ordinary Ukrainians. Only at stake is not more hryvnia for recycling, and ten who are on drugs and combating disasters.
In short, the market will react correctly, and if the condition of the return of container prices will rise to a maximum of 5-7% of the total value of the goods, then why not show the political will? Because informal lobbyists do not allow?
Maybe the domestic oligarchy simply do not want to upgrade the obsolete production? If so, then it is clear why any green initiative in the field of food technology comes up against such a strong resistance on the part of the legislator.
Here we are talking about the fine line between the interests of business and consumers. But in this case priority should be given to the national interests of Ukrainians, and entrepreneurs have to adopt new rules of the game. But this is not a game with only one goal: the system work, the ordinary citizens, too, will need to make an effort.
In addition, recycling provides opportunities for the development of new business niches, so that the benefits of this reform for all will be much more time losses.
The second problem – the infrastructure. The bill Viktor Baloga operated generalities, which are not allowed to understand the very system of collection, disposal and return of collateral that has gone into the hands of parliamentarians, skeptical in regard to green technologies.
In fact, there are quite a few models of infrastructure devices with PET packaging. Given the experience of Denmark, Germany and the Netherlands, we can safely say that this market is possible as stationary collection points packaging (on the basis of already existing private or public utilities), and the various options for semi-automatic or automatic systems.
In fact, to start recycling system only needs to make application to the plastic bottle special barcode on which identification of container and debit will happen (in the case of bottles for re-use), and enter the clear scale evaluation of PET containers not subject to direct reuse use.
As a result, users (or those who are now engaged in the collection of beer bottles) will save / earn, returning plastic packaging, the company will receive its industrial raw materials back, and the collection and delivery of containers will provide mobile and stationary items.
The third problem – the transition crisis. Ukraine already there are companies that are engaged in recycling of PET bottles. They are willing to buy it, but only if at least some similarity automatic sorting.
The information I received is not from the Internet, but directly from several recycling plants in the Kiev region. What is very important, because even small resources of these companies is sufficient to start the first recycling scheme in large cities and show the operation of recycling of PET bottles in Ukraine.
We are well aware that even if the targeted assistance of the European countries, which especially can not expect to quickly convert the country into refined recycling plastic bottles, the system will be difficult.
So everything must be done gradually. If the state (represented by deputies and members of the government) can not initiate anything in this area, then you need to create a precedent by locally operating recycling system and scale it to the whole country. And then – let legalize, but under public control, and that this initiative does not become a money trough for some of the oligarchs.
It’s real. It is only necessary to get a pair of devices for the collection of PET bottles, and find a partner among retailers and beverage manufacturers. And I would like to focus attention on the creation of such a successful precedent.

Everything goes to the fact that the need to bring the device to show that the collection and subsequent disposal of PET bottles – is no life on Mars.
