Ukrainians will have to pay a fine if they do not sort household waste in their kitchens. The innovation envisaged by the law “On Waste” should enter into force on January 1, 2018.

The essence of the new law

According to the novation, only those that can not be sorted will be removed to the landfills, and paper, glass and plastic will be used as recyclable materials. This means that Kharkovites will have to sort their waste into five types – glass, metal, organic, paper and plastic. On idea for each of kinds should be provided the container which differ from others on color. For unsorted garbage will be fined all without exception – officials, law enforcement officers and ordinary citizens. The mechanism for implementing the law is not yet known, but its implementation in practice already causes a huge number of questions – both among citizens, experts and local authorities, Vecherniy Kharkov writes.

Opinions of citizens

– In our yard there is only one garbage can – for all types of waste without exception. Well, I sorted my garbage at home on five kulechkam – took them into the yard and what? Dumped in a single container? – the resident of the Saltovsk high-rise building Natalia is perplexed. “Or put these rivets next to the trash?” So the garbage truck will arrive and still throw in one pile.

– At our house – one garbage container and a grid for collecting plastic bottles. You know, at first people simply ignored it, and now they send plastic bottles only there, – that is, people can be taught to sort garbage, – Anastasiya Viktorovna, a resident of the five-story building thinks. – Another question is whether the city will establish a sufficient number of containers for different kinds of garbage. Are there any adapted machines for its export?

Expert opinion

With the fact that it is not yet possible to implement new rules in our city, Kharkiv coordinator of the project “Let’s Make Ukraine Clean” Tata Barvitskaya agrees.

– Innovation, of course, is correct – the waste is sorted throughout the civilized world. But according to the document, it is the local government that must decide this issue. And under such conditions, the requirements of the law will not survive, it will be impossible to fulfill them, since local governments do not have such resources. There are no corresponding machines for exporting sorted rubbish, there is no sorting line. It’s easier for them to collect everything in one trash, and then divide them into factions on the landfill, “she said. – The innovation can not be realized not only from January 1, but also throughout the entire 2018.

According to the Kharkiv coordinator of the project “Let’s Make Ukraine Clean” Tata Barvitskaya, it is not yet possible to implement new rules in our city. In addition, it remains a mystery how to fine offenders?

– The police will walk in the courtyards, ambush around the garbage cans, watch who throws what and thus catch offenders? – Tata Barvitskaya is perplexed. – Brad, in a word!

In addition, before introducing new rules, it is necessary to mentally prepare people for innovation, Tata Barvitskaya believes.

“The bulk of the population, strangely enough, has no idea how to sort garbage properly and why it is necessary at all,” she explains. – First, a powerful information campaign must be organized. And it turns out that they took a decision at random, imposed fines from January 1, and local authorities are not ready for this, Kharkovites are not ready … And the situation is typical not only for Kharkov, but for other cities of Ukraine.

In reality, the introduction of innovation, as well as in its expediency, is doubted by the director of the municipal enterprise “Complex for the Export of Domestic Waste” Fazil Abbasov.

“Especially since I personally heard from the Minister of Ecology that the decision was made to postpone the introduction for another year,” he said. – However, this situation will not save. The new rules are adopted in accordance with the Agreement with the EU to be “ahead of the locomotive”. In practice, it is impossible to fulfill them in full, not only in Kharkov, which is the foremost in handling waste, but in any other city of Ukraine.

In order to separate waste, the motivation and interest of tenants are needed – for example, they need to pay less for the export of sorted garbage, he believes.

– In Europe, for example, sorted fractions, subject to recycling, cost money. Therefore, each apartment, each house has several containers. Tenants sign a direct contract with the carrier. The carrier arrived, took this garbage in the hardware morphologist – everyone has his own price, – paid and left, – says Fazil Abbasov. – In our apartment building – the “Chinese wall”, where 3,000 people live – it’s impossible to do this. Imagine: in your apartment in the kitchen there are several packages – with food waste, glass, paper, plastic, etc. And each of them you fill according to the number of containers that stand near your house. In this case, the one who removes sorted waste should know how much food waste you throw, how much paper, how much plastic, etc. He must register garbage, document that he has given so much food waste, plastic – so many, so many papers, etc. Really do it in our city? And is there such a need?

According to the director of the municipal enterprise, in Kharkov completely different logistics are organized.

– A plant is under construction, in which there is a huge sorting complex. All the packages into which the garbage is stacked are torn off and a full automated perforation of the garbage takes place on the conveyor belt, – says Fazil Abbasov. “That is, there is absolutely no need for residents to sort the waste themselves.

According to the official, it is advisable to organize separate collection of garbage in public places, on “red lines”, in parks, squares, where mainly non-food waste is collected, and garbage of a different nature that can be immediately recycled.

“Most likely, the city will do it,” he supposes. – There are special containers-bells of European production, so that no one climbed there. But separate collection in the apartment, even on the condition that we put several different containers near the house, still our people will not be produced.

On January 1, 2018, the amendment to the law “On Waste” comes into effect, prohibiting the burial of unprocessed wastes. The amendment to the law “On Waste” was adopted as early as 2012, but in reality it should be earned only now, since it complies with the EU directives.
