Three garbage processing plants will be built in the Lviv region
May 31, the tender commission for the selection of an investor for the construction of waste treatment plants under the Lviv Regional State Administration recognized the winners of all three companies that participated in the second round of the selection. They are “Investment and Environmental Company”, LLC “Weist Management Systems” and OOO “Glassworks Technologies”. Thus, after 2.5 – 3 years in the Lviv region, three complexes may appear at once. ABCnews prepared brief information about all investors, as well as a summary of the ecologist.
Investment and environmental company “IEK” (a site in Drogobych district)
Investment and environmental company “IEK” plans to build a plant for thermal processing of waste for 55-65 million euros (the total amount in the company promise to be called after the development of project documentation).
According to the director of “IEK” Olgerd Timofeev, plants of this type work according to the standard scheme: first, the waste is weighed, the level of radiation is measured, then they are unloaded into a special bin, where they are sorted. Resource-value materials (glass, metals, etc.) are selected, the rest – ground and sent to incineration. Emissions from this process are planned to be cleaned with chemicals and to release cleaned gases through a chimney.
According to the idea, the plant will work 340 days a year. For knocking such a production can process 294 tons of waste. The company plans to process waste from five districts of the region – Drohobych, Sambir, Starosamborsk, Skolovsky and Turkovskiy.
Earn investors and owners will be on electricity and heat, which is produced in the process of burning solid household waste (MSW). Energy will be sold to the greenhouse – it will be built near the plant. According to preliminary estimates, the production will be able to produce almost 37,000 MW of electricity and more than 5.5 thousand MW of heat per year.
Investors will be able to build a recycling complex not earlier than in 2.5 years: 6 months will go to study the composition of the waste and another two years – to build the plant itself.
While the complex is not running, investors are planning to build a system for packaging garbage in a special film that does not decompose under ultraviolet. This will help to solve the problem with waste during the construction of the plant.
IEK acts as a local developer and will be responsible for the signing of contracts, sales contracts, etc. The investor, which invests 100% of the funds, is the international company Waste to Energy International OÜ (WTEI).
OOO “Veyst Management Systems” (site in Mykolayiv district)
Weyst Management Systems Ltd. in cooperation with its Polish investors, IDS BUD and E.CORAX, intends to build a waste-processing plant using bio-drying technology and then producing RDF fuel (alternative fuel derived from waste – Ed.). Ukraine plans to sell fuel to Ukrainian cement plants. The construction of such a complex will cost 89 million euros and will take three years.
They want to build the enterprise in three stages. At first, it will process 80 thousand tons of waste per year, at the third – up to 250 thousand tons.
The technology of the plant provides for the registration and classification of waste. From mixed solid waste are allocated material and high-energy fractions. After that, large-scale wastes are processed by classification, storage, dismantling and segregation. Green waste is also recycled separately.

OOO “Glassvork technology” (site in Mykolayiv district)
Glavvork Technologies LLC submitted a draft incineration plant for participation in the tender, which will produce heat and electricity. The cost of its implementation is 96.5 million euros, the construction period is three years. The project provides for the attraction of grant funds and private capital: 65-75% – money from the European Union, 20% – the Czech Republic, 8% – Denmark and 2-7% – Glassworld Technology.
According to the project, a waste-sorting plant with a capacity of 350 thousand tons per year will be built in the allotted territory and a waste incineration plant with a capacity of 220,000 tons per year will be built in its structure. Also, “Glassware Technology” proposes to equip the landfill, which will temporarily contain sorted solid waste, and slag, which will be produced by incineration of garbage.
The company offers five stages of purification of emissions into the atmosphere, of which four are chemical, and the fifth is a mechanical one. The cost of the system will be 11 million euros (while in Poznan, Poland) filters for 140 million euros were installed at the incineration plant – Ed.).
The company plans to launch the project in two stages. First, the polygon, administrative building, household facilities, etc., then a plant with energy use of waste.
Heat and electricity are planned for local enterprises.
Plants have – no land
All three plants will be built on the territory of the Lviv region. The company “IAC” developed the project site in seconds. Bronnitsy Drohobych district. But “Glassvork Technology” and “Weist Management Systems” prepared projects for the same territory (originally it was planned that the winner will be one, – Ed.) – the state-owned mining and chemical enterprise “Sirka” in Mykolayivsky district. Therefore, the region announced the search for another zemuchastka and, according to the deputy head of the regional state administration Irina Grymak, they have a few in mind. They are located in Mykolayiv, Sokal, Yavoriv, Drogobych and Mostysky districts.
In these areas, OGA representatives promise to hold public hearings before starting construction.
In addition, the special commission also voted to invite Lviv city council to cooperate with one of the investors-winners. “We propose to the mayor’s office to consider the applications of these enterprises for the implementation of their projects on the territory of CHPP-2 (this part of the land was advised by the French design and engineering company Egis to Lviv city council.) Lvov plans to borrow a loan from the European Bank for Reconstruction and Development in the amount of 75 million We propose the mayor’s office decide what is best for them: lend money or hold a dialogue with one of the three investors and for their money to implement the project, “- said the first deputy chief executive You Lviv regional council Andrew Bilous.
All “for”, and environmentalists “against”
It is worth noting that the environmentalists who followed the selection of the winners did not appreciate the projects of the companies. So, the ecologist of the 1st category of the international charitable organization “Ecology-Right-Man” Alla Voytsikhovskaya notes that incineration plants should not be built at all – they are refused all over the world. And the companies-investors of the projects did not give any evidence that their plants will clean emissions qualitatively. In addition, she argues that in Ukraine there are no services that would control their volume and the level of impact on the environment. Most highly, Alla Wojcihowska appreciated the project with the participation of Polish investments. However, she assures: it will be difficult to sell RDF-fuel in Ukraine, since we do not have as many enterprises as it needs.
As previously reported, the European Bank for Reconstruction and Development is going to give Lviv 20 million euros to solve the problem with the utilization of solid domestic waste.
