“In order to establish a unified nomenclature and coding of waste in Ukraine created (designed and implemented) National list of wastes. It is designed to be used as the most general level of identification of waste, which ensures harmonization of the procedure at both the national and international levels.
The main tasks of the National list of wastes is to provide information and analytical prerequisites for solving a wide range of issues of public waste management and resource management in general, as well as the introduction of harmonized international standards of classification of waste and ensure harmonized definition of hazardous waste in Ukraine and other countries, particularly the European Union ” , – stated in the bill.
It is expected that the national list will be applied to the state statistical system, other systems of accounting and certification of waste, maintaining a register of educational facilities, recycling and disposal of waste disposal sites registers, in the preparation of sectoral and corporate inventories.
National list of wastes is binding for determination of wastes that are hazardous because of their origin, composition, and concentration limits of hazardous substances. Identification of a waste as a hazardous and their inclusion in the National List is carried out based on the presence of one or more of the hazardous properties listed in Annex III of this Act.
If certain wastes assigned to the national list of dangerous, do not exhibit any of the hazardous properties listed in Annex III to this Act, they can be identified by the manufacturer as dangerous. On each of these cases, the waste producer shall promptly notify the specially authorized central executive authority in the field of waste management, while providing relevant information and justification.
National list of wastes shall be subject to regular (at least once every 5 years) to review and update, international documents, consent to be bound by which undertook Ukraine taking into account the changes that have occurred in the relevant international instruments accepted as binding by assumed the Ukraine, and domestic data and suggestions, which have received the necessary justification. Viewing the List of Waste, the inclusion or exclusion of certain wastes, international harmonization of procedures carried out by specially authorized central executive authority in the field of waste management.
