Rates will depend on the type of packaging of goods
The Verkhovna Rada of Ukraine to detect a deputy’s bill №4836 “On Amendments to the Tax Code of Ukraine (concerning taxation of domestic waste disposal)”, which can be introduce the so-called “garbage tax”.
“The payment of the tax expected to be mandatory for entities engaged in the production of packaging or packaged goods on the territory of Ukraine and / or import packaging (alone or together with the goods),” – said in an explanatory note to the document.
Tax rate, according to the document, will zavistet on the type of packaging, such as:
– komibinovannye materials – 6.18 UAH / kg;
– plastic – USD 5.46 / kg;
– aluminum foil – 4.62 UAH / kg;
– Cardboard, paper – 1.47 UAH / kg;
– glass – 0.63 UAH / kg;
– wood, textiles – 0.84 UAH / kg.
The tax rates suggests indexed to inflation.
The funds will be directed to waste disposal. “Sterdny tariff for disposal of household waste in Ukraine is UAH 50-70 per tonne, which does not provide the possibility of proper waste treatment and stimulates businesses do not dispose of household waste, and vice versa – to place them at the sites,” – the authors note bill.
The document also envisages to introduce at the legislative level, the notion of “packaging” and improve the environmental tax for placement of non-utilized waste.
“In Ukraine, there was a catastrophic situation in the sphere of household waste. Every year, the country produced 12-15 mln. Tons of municipal solid waste which are buried at about 6 thousands of landfills and dumps, and about 33 thousand illegal dumps, the area of ​​which is comparable to the area of ​​a country as Cyprus “, – explained the authors of the bill.
