The Russian offer to create a single electronic card, which will be designated places of storage and waste collection, waste processing organizations and provides information about the fees for garbage disposal. Through this portal you can also send a complaint to the Regional Ministry for the Environment or the Ministry of Housing – the body responsible for waste recycling in the region. This initiative is being discussed as part of a “road map” working group “Internet + City”, formed by the Russian government.

Project initiator – Deputy Head of the Expert Council under the Ministry of Construction and the General Director of “The Big Three” Artem Sedov believes that such a project will restore the confidence of citizens in the waste recycling industry. According to him, the industry as a whole needs reform with the use of new technologies that are safe for the environment of our country.

Now anyone can buy a garbage truck and enter into contracts for waste disposal. He gets paid once for the removal and disposal of waste. And the owner of the garbage truck appropriates money for waste disposal.

According to the Artem Sedov, if a citizen finds an illegal dump in the forest, the river, he will be able to place an appeal on a portal.
– Regional operator will be required to correct the violation, and the authorities will have an objective picture in the field of waste management – says his plan Artem Sedov.

A single map will be divided into areas with an indication of existing tariffs and the amount of waste recycling organizations responsible operator and a responsible public authority.

In each region, according to the Federal Law # 458 “On Amendments to the Federal Law” On Production and Consumption Waste “(the wording effective from 1 January 2016), it will be determined by the regional” operator “- is responsible for garbage collection and recycling company. Therefore, in addition to e-cards are also invited to use the electronic waste management scheme, which would actually be a consolidated plan for waste management in each region.

Deputy Minister of Construction and Housing in Russia, the main state housing inspector Andrei Chibis told “Izvestia”, the Ministry of Construction that supports the creation of a single portal initiative.

The first deputy chairman of the commission on the development of social infrastructure, local utilities and the Public Chamber Artem Kiryanov believes that the initiative to create e-card junk worth supporting, because it will allow direct participation of citizens in the important issue of waste management.

– Today, the Public Chamber receives a huge number of complaints related to landfills, illegal waste disposal, with the critical environmental situation – said Artem Kiryanov. – It is important that there was an electronic portal, and people were able to get information on open field disposal of waste online. It must be interactive to provide the citizens of their information, photos, complaints to be considered by regional authorities, the prosecutor’s office is still desirable, as half of cases related to the landfill, most are criminal in nature.

According to Artem Kiryanov, the electronic map will help to ensure the transparency of tariffs for garbage disposal.
