On April 1, the Ministry of Finance proposed to include in the Tax Code 6 non-tax payments, in the list of which there was a utilization fee. Aleksey Kasimov, head of Polymer Isolation, TECHNONICOL, believes that it would be better to encourage business to develop a processing system, rather than increase the fiscal burden.
—Any increase in fiscal burden has a negative effect on business. In this case, the difficulty lies in the fact that different companies are guided by different requirements, for example, in matters of environmental control. From this point of view, we need a transparent and understandable system for charging payments. And it still needs to be created.
Inclusion of the utilization fee in tax legislation will most likely lead to an increase in prices for products, which both entrepreneurs and consumers will suffer from in the end. Suppose that exempted from additional payments companies that create conditions conducive to the development of the recycling system would be much more efficient.
The country is on the verge of garbage catastrophe: tons of polystyrene, plastic, polyethylene are sent just to the dump. The period of decomposition of this waste is measured in centuries. Local attempts to rectify the situation in any way globally do not solve the problem. The initiative of the Ministry of Finance makes businessmen think about how to organize the optimal turnover of municipal solid waste. Suppose you pay this fee or look for opportunities for reuse.
At the moment, it is easier for large companies to take the production waste to a landfill than to look for opportunities for implementation. Innovations will change the situation: there will be additional proposals for the implementation of recycled polyethylene, polystyrene, polypropylene.
It is important to make the business community more conscious of the recycling problem. Then there will be new proposals that allow to realize secondary household waste with profit, and not just bury it in the ground.
Our company has long been puzzled by recycling issues: for example, at the enterprises for the production of extruded polystyrene foam TECHNONICOL 100% recycled polystyrene is recycled – this is a crumb, and trimming products, and outdated packaging.
Last year, we offered the builders to hand over to us the used polystyrene, the formerly used thermal insulation, packaging. Such initiatives allow developers not only to clear construction sites, but also to earn money. Today, in our country, the level of processing of foamed polymers is practically at zero, despite the fact that polystyrene allows for over 30 repolymerization cycles with almost no loss of its original properties. With such source data, throwing garbage into landfills is an inadmissible waste.
