Every year in Ukraine there is 15 million tons of municipal solid waste. They lay down a new layer to the ones that now is in the dumps, because we processed only 2% of waste. So there are hazardous to human life and health of the places that now make up 7% of the country (while the reserve fund of 6%). The problem of removal, processing and recycling of waste – one of the most acute and its solution requires, in the words of the Minister of Ecology and Natural Resources Semerak, decision-making on the go. Now Ukraine is preparing the legal framework for the formation of a new treatment of municipal solid waste policy.
“Our overarching goal – to create a new strategy, a new law on waste. The Working Group, which included experts Minregionstroya, Ministry of Economy and representatives of international organizations, already working. The strategy should conform to the requirements spelled out in the Association Agreement between Ukraine and the EU, – emphasizes the Minister of Ecology and Natural Resources Semerak. – To date, we have developed and approved the adoption of the new license terms of waste management actors in this field: we have simplified the procedure for granting licenses. It is also conducting an inventory of all landfills in Ukraine, is now preparing its interactive map. Before August 1, we collect information about all dumps from the local authorities. All of them are shown on an interactive map. The next step – the emergence of mobile applications that can take advantage of any. With this application you can take pictures of a dump, a place where there is any contamination, and send the picture to the Ministry of Environment website. With regard to each individual case, we will work with local authorities. ”
Areas on which lie millions of tons of debris, it is necessary to make secure – to prevent fire and leakage of hazardous substances that pollute the groundwater. And yet – to reduce the increase in area landfills. According to experts, in the world there is no technology that would ensure the waste processing service without paying citizens of this tariff. So, waste recycling can become a part of the financial responsibility of every Ukrainian.
“Today, in Ukraine, citizens pay only for the removal and disposal of solid waste. We do not pay for that household waste anything done:.. And we want the result of this activity was the adoption of legislative initiatives on waste management, registered in the Verkhovna Rada. For example, there is a package consisting of three bills, №4836, №4837 and №4838, which can solve the complex problem of waste in Ukraine. Now citizens want to pay less, it is clear. But, according to our calculations, the cost is comparable to resolve the issue means that it pays for a European. A Ukrainian pay about 70 UAH per month. Moreover, mechanisms have been developed, how these funds can be distributed fairly. In particular, on the basis of who creates more debris, he pays more. Also in the price of each item, you can lay the cost of recycling, which will form a product after use. Even a small cost for recycling the bottle – it’s a penny, on the scale of the whole country could accumulate funds that would have gone to recycling. In addition, this scheme will put more responsibility on those who consume more and produce waste. Then in Ukraine increased the number of enterprises for the processing of waste and reduce – sites for storage. The package of bills, which I think is effective, it is expected that the funds will be the manager of the local community. Funds need to gather in a special fund and distributed in proportion to the number of inhabitants of the settlements. Smaller communities must be united and make processing plants at the level of districts or regions. ”
According to experts, to carry out such a reform, we must first create in the society a request for processing services – so we walked up to the standards of the civilized world. In Europe, the waste solution to the problem went away for decades, and we should begin to work immediately to protect themselves from the risks borne by the growth of landfill space. +
