Ukraine should consider the experience of the EU, when the environmental fund is used only to environmental issues.
This was stated by Minister of Ecology and Natural Resources of Ukraine Ostap Semerak, BiznesTsenzor reports citing the press service of the Cabinet.
Semerak noted that in Ukraine polluting enterprises pay environmental taxes, but these tools do not work on improving the environment in general.
“The funds are distributed as follows: 20% goes into the general fund budget, and 80% receive local budgets further distribution of these 80% is as follows: 25% – territorial communities, 55% – to the regional council, but to use the money on the ground very effectively, for example, they… placed on deposit, but the funds are not spent on conservation and restoration of the environment “, – said Semerak. According to him, not all the funds from the environmental tax, which fall into the state budget is spent on environmental programs the Ministry of Environment.
“For example, we want to offer companies that work with hazardous waste that they obtain a license from the state, pledged a financial instrument that, in the event of an accident, would have solved this problem. Something that would not burden the conduct of business – insurance, special deposits and the like “, – explained the Minister.
