The final decision to introduce protective duties on linear polyethylene (LDL) imported to Russia has not been made, the government continued to explore the question, the general director of OJSC “TAIF” Albert Shigabutdinov in an interview with Vedomosti.

Commenting on the decision of the Government, A. Shigubatdinov said: “The answer is, as long as they think the decision is not accepted, they study the situation, and can be a positive solution.”

The initiator of the introduction of duties on imported linear polyethylene in Russia made Nizhnekamskneftekhim (part of TAIF group). The company appealed to the subcommittee on customs-tariff and non-governmental Commission on Economic Development and Integration with a proposal to raise the rate of import duty to 6.5% for linear low density polyethylene.

At present the duty on polyethylene, which is classified in the Single Commodity Nomenclature of Foreign Trade of the Eurasian Economic Union under codes 3901 10 100 0 and 3901 90 900 0, will be charged.

“All markets in the world – America, Europe, the Middle East, where we are working, – are protective duties ranging from 6.5 to 25%, which gives an advantage to domestic producers and reduce our profitability for the benefit of those countries. And we have them sell their products . without duties is why we think it right to align competitive opportunities, to create equal conditions for all “, – he expressed a position on this issue head of Taif.

The Ministry of Industry have criticized the company’s offer, the ministry reported that the final decision on the matter is still pending.

Currently, the production of linear polyethylene in Russia is carried out only at Nizhnekamskneftekhim facilities. Over the past year Nizhnekamskneftekhim produced 46 thousand. Tonnes of LDL, having increased production rate is more than doubled. Although the company plans to further increase the production of linear polyethylene grades in 2016 due to the launch of production of alpha-olefins, to cover the needs of the market to one supplier will be problematic. At the end of last year in the country 191 th. Tons of LDL have been imported. Nizhnekamskneftekhim plans to enter the index of the release of 100 thousand. Tons only in 2017.
