The corresponding petition is published on the official website of the President. A petition demanding to create an eco-police on the website of the President of Ukraine was registered by a deputy of the Kiev City Council, the head of the standing commission on environmental policy Konstantin Yalovoi.

On his Facebook page, the deputy said what kind of body it is and why it is needed.
“The environmental police is a militarized body that should prevent environmental violations. The police will fine not for shoplifting, but for crimes against the environment, ”said Konstantin Yalovoi.
Many environmental problems that exist today in Ukraine occur because there is no monitoring of compliance with environmental laws, fixing violations and punishing them.

“Why is this needed? In Ukraine, it has long been dangerous to drink water – in some places, water quality is 70-80% deviated from the norm. Discharges of pollutants into water bodies are carried out without the necessary treatment and without permits.
It has long been dangerous to breathe in Ukraine. Air is polluted by enterprises above the limit. The atmosphere is filled with smoke from illegal burning of grass and from forest fires caused by this. Ukraine is littered with garbage. Every year, millions of hryvnias are spent on eliminating only natural dumps and only from the Kiev budget, which in return could go to socially significant projects. This is because there is no proper control. Violators do not receive legal punishment, which means they continue to pollute the environment in the usual way.

These people are the same criminals as robbers or thieves. They only rob what is not restored later – natural resources. And at the same time, they do not bear responsibility for their actions, since no one records and controls their violations, ”Konstantin Yalovoi argues.

The text of the petition itself notes that the leading countries of the world use the environmental police system, and Ukraine should also adopt such an experience.

“As an effective model, we propose to adopt the experience of those countries where the environmental police successfully operate.
In particular, Brazil, where it is located in the structure of the Ministry of Internal Affairs, Israel, where the environmental police are subordinate to the Ministry of Ecology, Italy, where this service is controlled by several ministries and the United States, where environmental police work both at the state and city levels, in particular, New York.
In these and many other countries, the environmental police are militarized units that monitor, record offenses, find violators, impose fines or carry out detention. Moreover, they are provided with all the technical means for patrolling and tracking, as well as a sufficient number of personnel.

We propose to amend the current legislation and clearly define the internal structure, functions and powers of the environmental police, giving it the opportunity to counteract violations in the field of ecology, ”the petition description says.
For the President to consider the petition and make an appropriate decision, it must collect 25,000 signatures in 91 days. Konstantin Yalovoi called for joining the signing of the petition, emphasizing that a clean environment is everyone’s constitutional right.

“Support the petition! By doing this you will support your clean “tomorrow”, your ecological future. By this you realize your constitutional right to live in an ecologically clean environment, ”the deputy summed up.
