In June 2017, an agreement was signed between Lviv and the region, according to which the State Administration for two years will deal with the removal of garbage from the regional center, and the city at this time will build a garbage recycling plant

After a long garbage crisis in Lviv, on June 23, the task of removing garbage from the city was transferred to the Lviv regional state administration.
According to Deputy Mayor of Lviv on housing and communal services Sergei Babak, the region actually delivered an ultimatum to the city. Its result was the decision of the Lviv City Council No. 2163 “On the organization of removal of solid domestic waste in the city of Lviv for the period until June 30, 2019”. This decision provides that all powers for recycling garbage in Lviv, including its collection, weighing and burial, are transferred to the regional administration.
To this end, the city budget for two years will be allocated 600 million UAH as a subvention – 150 million UAH in 2017, 300 million UAH in 2018 and another 150 million UAH for 6 months in 2019. Until then, they are hoping to build a garbage processing plant in Lviv.
“Each month before the 10th day, we transfer 25 million UAH to the region, this money is used for recycling garbage, for compensation to carriers, and for payment to landfills in other regions of Ukraine that take garbage from Lviv, for which the region must report to us every month, we already sent several requests, but there is still no answer, “says Sergei Babak.
As confirmed by Delo.UA, the money is mainly spent on the export of Lviv garbage to the landfills of other regions of Ukraine. The same information was confirmed by GreenEra, the largest company that deals with garbage disposal from Lviv. By the way, “GreenAra” exports garbage to the landfills of Kiev and the Kiev region.
In turn, from the state budget to solve problems with Lviv garbage was additionally allocated 50 million UAH. This money is planned to spend on arrangement of polygons that will take garbage from Lviv. Part of these polygons is in the Lviv region. In 2017, they plan to allocate about 30 million UAH from the regional and municipal budgets.
Total garbage budget in Lviv for the second half of 2017 will be 280 million UAH. In addition to money from the city (150 million UAH) and the state budget (50 million UAH), this amount includes about 80 million UAH, which for the removal of garbage will pay residents of Lviv. Thus, the Lviv people themselves will pay only 1/3 of the garbage budget.

(Not) profitable business
August 4, 2017 Lviv city council decided to raise tariffs for garbage disposal for residents of the city. 1 ton of garbage for citizens on average went up almost 4 times – from 200 UAH to 767 UAH.
According to the city authorities, the increase in tariffs for the population since September 1 should reduce the losses of companies that are engaged in garbage removal from the city. Also, the increase in the tariff for the population is stipulated by the decision of the Regional Council of July 13, 2017. According to the document, the region at the expense of the subvention from the city budget covers the companies-carriers losses for transportation of garbage to the landfill. Until September 2017 of this money also financed losses to companies because of the difference in tariffs.
In July 2017 on compensation spent 5.5 million UAH. The most received by the company “GreenAra” – 2.7 million USD. UAH 1.2 million was received by the company “Ave-Lviv”, 832 thousand UAH – LKP “Lvovspeckomontrans”. For 200 thousand UAH received the company “Sankom-Lviv”, “Ecosvit” and “Spetsavtotrans-Lviv”.
According to the LOG, for the disposal of garbage at landfills, Lviv carrier companies pay from UAH 218 to 950 per ton. At the same time, the municipal utility “Lvovspeckommunrans” is also in charge of the region.
It should be noted that the company “GreenAura” entered the “garbage” market in Lviv in late 2016. The owner of the company is Bogdan Mykhalus, who last year was a freelance adviser to Andrei Sadovoy. “GreenAura” in late November 2016 was recognized as the winner of a tender for garbage removal from the Galician district of the city (budget 70 million UAH). At the same time, the tender was conducted with violations, and on December 12, 2016 a criminal case was opened against the company. However, this did not prevent the company, close to the mayor of Lviv, becoming a monopolist in the removal of garbage in the city center.
On March 1, the company signed a contract for garbage collection from another district of the city – Lychakivsky. Thus, now “GreenAura” removes garbage from three districts of the city – Galitsky, Lychakivsky and Sikhovsky. While in the Sikhovsky district, in addition to GreenEye, the company AVE-Lvov still operates, and in Lviv-Lviv-Lviv-Lviv, in Lychakivsky.
According to the company, before September 1, 2017 garbage removal from Lviv was unprofitable, because it has to be exported to other regions of Ukraine. At the same time, recycling (board polygons – Ed.) One ton of garbage costs 600 UAH.
Plant for European money
Talks about the construction of a garbage recycling plant in Lviv have been going on for several years, but after the tragedy at the Gribovytsky training ground, this issue again became topical.
On September 1, the European Bank for Reconstruction and Development allocated 35 million euros for the construction of a garbage processing plant in Lviv. Of these, 10 million is a grant for landfill reclamation in Gribovichi. Utilize this money will be a utility company “Green Misto.”
“With this money, we plan to completely reclaim the landfill, which will end with its landscaping, but to do this, we still have to do a lot of work: first, level the slopes, embank it, and fill it with earth, only after that it will be possible to move to its gardening” , – says Vadim Nozdrya, director of the Communist Party “Green Misto”, who is also a deputy of the Kyiv city council from “Self-help”.
According to him, work at the landfill will begin already at the end of this year. Recultivation of Griboviches is planned to be fully completed in two years.
Another part of the money from the EBRD is intended for the construction of a garbage processing plant on the outskirts of Lviv. It will be built on the territory of the former CHPP-2 in Plastovaya street.
In March 2017, Lviv signed a memorandum with the French company Egis, which is developing a technical task for the future of the garbage processing plant. In the terms of reference, the company should analyze the current situation, develop a strategy of behavior with solid domestic waste, and also calculate the estimate of the future plant. 650 thousand euros for the development of feasibility studies were provided by the French government.
According to Vadim Nozdri, the feasibility study will be developed by the end of the year, and in March 2018 they hope to sign the contract with the general contractor. He does not expect problems with the search for builders.

As for the profitability of the plant, this issue is still open. According to the director of “Green Mist”, it will be good if it turns out to go to “zero”.
“Recycling of one ton of garbage in Europe costs 30 euros, burial at a landfill – 20 euros per ton.” The second option is much more economical, but it creates an environmental hazard for the inhabitants of Lviv, “Sergei Babak said.
The future plant will be financed with the help of two main sources – at the expense of the residents of Lviv and at the expense of the city budget.
Lviv still needs a dump
The plant will not burn garbage, as it is inefficient and expensive. “The feasibility study already includes the technology of mechanical and biological processing of solid waste.To save considerable time and resources, we want to make the plant without manual sorting of garbage,” – said Vadim Nozdrya.
Therefore, several more types of containers will be delivered in Lviv, so that you do not have to manually sort the garbage. These will be separate containers for organic debris, for glass, plastic, paper, metal. But if there are problems with separate garbage collection, then the workshop will have to be started by manual sorting. Thereafter, an optical separation and sorting system follows, followed by a magnetic separation system that separates the metal.
The organic fraction will fall into the composters or stabilization tunnels, which dry it. After that, the organic is no longer harmful from the point of view of the filtrate and biogas, and significantly decreases in volume.
However, the Nostril does not hurry to bury the landfills. In his opinion, a new polygon to Lviv will not hurt, because not all garbage will be recycled. After all, about 30% of the waste from the new waste-processing plant will go to the landfill.
