Russian manufacturers of plastics are asking the government to change the tariff policy
Domestic Neftekhimik need state support. This was stated during the meeting of representatives of Industry and Trade of the Russian Federation, the Union of Plastics Converters ( “CPR”) and “Sibur Holding”, “Nizhnekamskneftekhim”, “Gazprom Neft”, “Lukoil” and others.
The meeting raised the problems of lack of regulation of customs and tariff policy and the lack of price preferences for domestic purchases granulates Russian processors, reports PlastInfo. In this regard, our plastics manufacturers no system of benefits to foreign competitors actively importing products to the Customs Union. It also inhibits the processes of placing foreign manufactures products in Russia of plastic, oriented to European markets. Otherwise, by analogy with China, could significantly increase the volume of industrial production in the country and largely resolved the issue of the export of processed products.
Some processors marked “total” correction state of the customs value for the import of import of polymers, the newspaper notes. According to a representative of one of the companies that are not in favor of the producers of our adjusted cost of raw materials imported on the “absolutely transparent direct contracts with foreign producers.” Mode adjustment of customs value leads to the freezing of funds at the time of check value (up to 8 months). This increases the cost of the imported polymer and additionally creates conditions for the increase in prices of Russian producers of pellets.
In 2016 there has been a growth in the use of foreign brands of polyethylene, polystyrene and polypropylene in Russia, noted during the meeting. According to the processors, the conditions for the purchase of Russian raw materials for them are worse than foreign manufacturers. The Russian raw material is acquired not only a 100% advance payment (while the number of foreign suppliers offer installments), but also on import parity prices. This means that the price of Russian petrochemical products are aligned with the prices of similar products on international spot markets, but given the cost of delivery of imported analogues in Russia. Despite the fact that this situation is only temporary, “CPR” proposed to increase the transparency of the internal market of polymers.
The situation with the raw materials can be improved, according to General Director of “CPR” Peter Bazunov. The new approach could allow the market to adjust the polymer so that the steps of further processing of polymers in the Russian steel beneficial for small and medium-sized enterprises, including foreign ones.
The main problems of domestic neftegazohimikov, he said, – the lack and high cost of working capital for the purchase of raw materials; supply instability and fluctuations in raw material prices. This is particularly noticeable during periods of planned production shutdowns polymers. All this – the result has not yet established a clear state program on development of the sector, producers say.
You can not effectively solve the problems of financing transactions for raw materials at the expense of bank guarantees or loans, and industry support measures. “Loans are extremely expensive, the mechanisms of their receipt only become more complicated, and the use of the various support funds comparable in complexity to give grants for research and development, ie, not practicable for small businesses, “- it was said at the meeting.
Offers entrepreneurs can be included in the Strategy of development of the chemical industry until 2030, a large part of which is to develop measures to increase the production of plastic inside the country, according to PlastInfo.
