According to Chernenko, is “worth a penny” in untreated landfill Ukraine

People’s deputies of Ukraine took up the solution to the problem of accumulated waste in Ukraine and hazardous substances. In their opinion, it is necessary to radically change the approach to the organization of waste management and recycling. Today, the cheapest way to get rid of the waste is to bury them. This is why 80% of all waste simply buried in the ground, while in Europe, only 10% of the waste deposited, and 90% are sent for processing. To adapt Ukrainian legislation to European standards and to establish order in the sphere of waste intended to bill number 4838, which is sponsored by 16 deputies. He told in a comment on one of the sponsors of the bill, Alexander Chernenko.

The main essence of the bill, he said, is the creation of obstacles to the negligent waste.

“The crux of the bill is that it will make problematic dumping untreated waste. Today in Ukraine 80% of wastes are buried, that is not recycled, but simply buried in the ground. Accordingly, it is a significant blow to the environment. While in Europe being buried only 10% and 90% of waste – recycled.

Accordingly, the bill is now proposing a substantial increase in the price of disposal of untreated waste, that is, that it is economically disadvantageous. Because today we have the burial costs pennies, respectively, it is advantageous economically simply dig into the ground, rather than remodel. So this must be done economically disadvantageous increase as worldwide tariff dumping “, – said Chernenko.

Also, the bill provides for liability of producers of waste products.

“With this bill, we offer the following – to pay for waste recycling is a manufacturer of packaging Packaging Waste 80% is made up of plastic, glass, paper, This is something that is not processed Accordingly, manufacturers of packaging, bottles, packages, etc. will pay recycling… which will be assembled in a specific trust fund.

And the money from this fund will be distributed among the regions, in accordance with the number of population in the regions. And because of these regional funds only purpose will be funds for the construction of plants on other things associated with the processing. That is, these funds can not be spent on anything else other than connected with waste processing “, – said the deputy.

Chernenko also said that against this bill are the producers, who are already in talks with MPs, to the last failed this bill.

“Opponents of the bill say that we have become more expensive products. If a bottle of Coca-Cola will rise in price by 15 cents, the grandmother, the Coca-Cola did not buy it in the future it will not buy. And the people who can afford to buy it , and they will continue to buy.

And it’s the only fair way, and to find the funds for the construction of waste management infrastructure. Because the shift is again in the fare – no one will survive. Especially those who produce more garbage, some less. Someone buys more, some less, and lay it at the same rate for all – it is not fair. It is therefore proposed such a mechanism. Hochya, as we see strong resistance on the part of the packaging manufacturers are already working with the deputies, but I think that we will be able to take these bills, “- said the MP.

Recall, according to the State Statistics Service, in the field of waste disposal has accumulated more than 12 billion tonnes of waste and 12 million tonnes of hazardous and extremely hazardous substances.

As previously reported UNN, the Accounting Chamber on the results of the audit stated that Ukraine does not fulfill the requirement of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal. According to the audit of the Accounts Chamber of Ukraine, hazardous wastes are imported, transported and exported from the country virtually unchecked.
