The Russian government introduced retaliatory sanctions against individuals and legal entities of Ukraine on November 1, the relevant Resolution of November 1, 2018, No. 1300 was signed by Russian Prime Minister Dmitry Medvedev.

According to the decree published on the government’s website, special economic measures are introduced in relation to individuals and legal entities of Ukraine, providing for freezing (freezing) non-cash money, uncertificated securities and property in Russia and prohibiting the transfer of funds (withdrawal of capital) outside Russia.

Sanctions apply to 322 individuals and 68 legal entities. The resolution is aimed at countering unfriendly actions against Russian citizens and legal entities on the part of Ukraine and at normalizing bilateral relations.

The sanction list includes nine companies engaged in the processing or production of compounds of primary and secondary polymeric raw materials:

– “Euro Polymer Compound” (Kiev, www.epc.lg.ua),
– “Europet” (Lviv, www.galpet.com.ua),
– “Silicon polymer” (Zaporizhia, www.silic.com.ua),
– “Prominvest Plastic” (Kiev, prominvest.com.ua),
– “Timal” (Nikolaev, secondary waste),
– “Flexs” (Poddervki, www.flexx.com.ua, fiber production),
– “Karat” (Khmelnitsky, www.karatcarpet.com, PP-thread and carpet),
– “Stoma” (Kharkov, www.stoma.kharkov.ua, products for dentistry),
– “Eco-Vtor” (Kiev, www.eco-vtor.io.ua, polyester fiber).

Economic measures were also introduced for the largest chemical holdings and companies of Ukraine: Azot (Cherkasy), Glycohim, DniproAzot (Kamenskoe), Kalushsky Experimental Plant of the Institute of Surface Chemistry of the National Academy of Sciences of Ukraine (Kalush ), “Rivneazot” (v. Karaevichi), “Sumykhimprom” (Sumy), “Himvektor” and “Himdivision” (www.hymdyv.com.ua), SE “Smoly” (Kamenskoe, www.smoly. com.ua).

Food manufacturers, metallurgical and mining companies, pharmaceutical companies and banks also fell under sanctions. Among the beneficiaries of the companies that fell under the sanctions are the structures of the Ukrainian oligarchs Igor Kolomoisky, Rinat Akhmetov and Viktor Pinchuk.

The decree notes that the Government of Russia reserves the right to cancel special economic measures in the event Ukraine abolishes the restrictive measures imposed on Russian citizens and legal entities.

Earlier, Ukraine imposed sanctions against several dozens of Russians because of the annexation of the Crimea in April 2014. After this, the sanctions list was expanded several times and as of May 2018, the list includes 1,748 individuals and 756 legal entities of Russia.
