Public agricultural organizations ask the Ukrainian Cabinet of Ministers to cancel the anti-dumping duties on Russian ammonium nitrate and does not impose additional duties on urea and UAN (carbamide-ammonia mixture).

According to the association “Ukrainian club of agrarian business” (ASTP), in an open letter of appeal to Prime Minister Vladimir Groisman agricultural associations negatively appreciated the initiative of the Ministry of Economic Development and Trade of the possible restriction of imports of urea and UAN to Ukraine and the introduction of anti-dumping duties on these products . He said the idea was announced during a meeting with representatives of Ukrainian chemical enterprises 9 August.

ASTP noted that after the introduction in 2014 of anti-dumping duties on Russian ammonium nitrate domestic prices of all major types of nitrogen fertilizers increased significantly, exceeding exports by 14-17%.

In this regard, agricultural associations asked the prime minister to instruct the Antimonopoly Committee of Ukraine (AMC) to conduct an investigation on the fertilizer market and to impose fines on the participants as they suggest collusion. In order to avoid new plots in the fertilizer market, farmers feel the need to initiate the introduction of permanent supervision by the AMC for compliance with the internal market price is economically justified level.

Ukraine in June 2016 extended the three-month investigation into imports of nitrogenous fertilizers from Russia. His company Ostchem initiated in respect of imports of urea and urea mixed with ammonium nitrate in aqueous or ammoniacal solution (UAN) from the Russian Federation.

The company notes that this complaint is related to the significant increase in dumped imports of these products to Ukraine from the Russian Federation. After the introduction of protective duties on ammonium nitrate (36.03% – IF), the Russian producers-importers have begun to actively deliver nitrogen fertilizers that replace saltpetre. Saltpeter is also imported into the territory of the LC / DNI without paying duties.

Ukraine within the framework of the interim review of anti-dumping duties on ammonium nitrate from Russia in 2014 increased its size threefold, from 11.91% to 36.03%, and extended the period of validity of 5 years.
