State Energy Efficiency presented an improved concept of encouraging energy waste disposal in Ukraine.

The head of the State Agency for Energy Efficiency and Energy Saving of Ukraine, Sergey Savchuk, announced this on his Facebook page.

“As is known, about 10 million tons of garbage is generated annually in Ukraine, of which almost 94% is taken to landfills,” Savchuk writes.

At the same time, in Sweden only 1% of garbage gets to landfills, and 99% is recycled. Additionally, Sweden imports 800 thousand tons of waste per year.

If in Ukraine to use the full potential of the production of electricity and heat from garbage, then it is possible to replace in an equivalent up to 1 billion m3 of gas per year, Savchuk writes.

“Therefore, we set a goal – to launch a market for the generation of energy from garbage, taking into account both the energy, environmental and economic components.”

The developed concept provides for: – separate collection of garbage;

– an effective system for the collection and removal of household waste;

-favorable conditions for the generation of energy from garbage (guarantees of return on investment and reducing the payback period of the project).

Among the most important specific tasks:

– to provide an opportunity for local governments to enter into long-term contracts for recycling;

– consolidate at the legislative level the system of environmental requirements for the enterprises of the waste recycling industry, for example, pre-sorting of waste with the maximum selection of recycled materials,

– obligatory 3-stage gas cleaning system,

– EU requirements for industrial emissions and the like;

-establish clear tariff rules for energy waste utilization services;

-to adjust the waste management system at the municipal level.

Savchuk expressed confidence that projects in this area can be very profitable, because the recycling plant will be able to receive income for recycled waste, generation of heat and electricity, as well as the implementation of secondary raw materials.
