The problem with the removal of garbage in Lviv reached a critical level. While local and central authorities are engaged in mutual accusations and throwing responsibility on each other in an attempt to earn the maximum number of points on the eve of the presidential race, the inhabitants of the city literally drown in unsanitary conditions and suffocate from the stench.

The collapse of the garbage recycling system in Lviv began after a fire at the Gribovi Dump in May 2016. And at the beginning of June the village council of Great Griboviches decided to close the dump for good. In January, Prime Minister Vladimir Groisman stated that a site would be allocated for the construction of a garbage processing plant to solve the problem with garbage. On April 21, the leaders of Lviv, Lviv region and mayors of 20 cities in the region signed a memorandum on cooperation on the reception of Lviv garbage on their landfills. Under the terms of the memorandum, rubbish from Lvov for two years should be exported and disposed of at the polygons of the city’s cities, while Lviv City Council will take a final system decision on the way of further utilization of solid domestic waste (MSW).

Battles due to the garbage problems of Lviv moved to the level of mutual accusation of the prime minister. So, on June 12, the Emergency Situations Commission of Lviv appealed to the Cabinet of Ministers with a request to declare the city a zone of emergency environmental situation. In response, Vladimir Groysman advised the mayor Andrei Sadovoy “not to look for extreme” in solving the problem with garbage. And also noted that Lviv has funds on deposit and they can build a “gold yard”.

According to him, on Saturday the police detained again, and is trying to return trucks to Lviv with all legal documents for the export of solid waste from the city. “I suspect that it is quite possible to explain the silence of the central government in response to Lvov’s request for help,” he added.

In turn, Prime Minister Vladimir Groisman at a selector meeting for winter preparedness asked the local government to respond to a request from the mayor of Lviv, Andrei Sadovoy, if this happens, and temporarily accept Lviv garbage at their municipal landfills. At the same time, he stressed that it is very important to get a response from the mayor of Lviv at the same time, for how long he can solve the problem systematically – to build a landfill for receiving garbage at one of the proposed 14 land plots in the Lviv region.

The Prime Minister added that he is ready to allocate 50 million UAH. And the current actions of the Lvov leader and his team directly testify that Sadovy already understands, probably, that there is a problem with his presidential ambitions. There is a problem of the lack of a state strategy for its processing. Countries that are more environmentally successful use the model of public-private partnership in the issues of waste processing based on landfills, investments in these rather expensive enterprises, “she said.

The expert stressed that the situation is related to another problem, which concerns packaging producers. “The packaging manufacturer must pay for the recycling of garbage. If there used to be a corrupt Ukrkokoresursy structure, which in fact did not process anything, then after the abolition of the norm that it is obliged to process it, a vacuum arose, “Odarchenko said. Manufacturers of packaging, she explained, do not pay enough money for processing, and the state does not offer recycling a real alternative.

As for the political component of this issue, then, she said, this topic is popularized with the aim of reducing the support of the mayor Andrei Sadovoy and his party “Self-help”. “Technologically, it is an indicator of the inability of this political force to organize activities on the ground.
