The bill “On Packaging and Packaging Waste”, developed by a group of 26 deputies from different factions, is optimal for business as stimulate producers to create the optimal path recycling of packaging, and citizens – sort household waste.

Also, the MP noted that the bill №4028 encourages people to separate waste collection. “The proposed bill provides incentives to consumers for separate waste collection. We say that consumers will not pay for the waste that they will share, and will pay only for what will fall into the containers of unsorted waste “- explained Babak. The MP noted that the bill involves the creation of non-profit organizations expanded responsibility of commodity producers in the package, which will enter into contracts with local authorities and the Ministry of Ecology and Natural Resources and to commit themselves for the collection and recycling of packaging and packaging waste. The bill establishes the increasing rate of recycling of packaging on the five-year period. So, after five years, manufacturers will be required to recycle at least 65% of the packaging. After that, rates will be revised again. If producers will not fulfill the standards for the collection and recycling of packaging, they will have to pay a fine to the budget. Today, according to the deputy 97% of municipal waste in landfills fall, and 40% of them is packing. Zhurzhy Andrew, who is also one of the sponsors of the bill, said at a briefing that the parliament there are alternative draft law providing for the introduction of a new tax on producers. “We have for many years there was a mechanism that importers, import of products into Ukraine, have paid hundreds of millions of hryvnias. Business representatives say that the bill №4028 will recycle much of the waste, which today fall into landfills. “Processing plants that exist in Ukraine – it musorosortirovalnye line plants for glass processing, paper mills are now forced to import raw materials from abroad, which we have goes to landfills, and after the adoption of the Bill 4028 the waste will be processed at the existing facilities’ – said the representative of the American Chamber of Commerce in Ukraine Anna Tarantsova. As UNIAN reported earlier, the American Chamber of Commerce in Ukraine, European Business Association, the Union of Dairy Enterprises of Ukraine and the Ukrainian Agrarian Council support the bill №4028 and oppose the package of parliamentary bills, involving the introduction of a new tax on packaging, which must pay producers of goods in the package. According to the head of the Union of Dairy Enterprises of Ukraine Vadym Chagarovsky, such a tax would lead to additional costs in the form of consumer goods prices, since producers of goods in the package will not be the financial ability to pay it. Experts estimate that in the year in addition to manufacturers will need to pay about 6.6 billion UAH of the tax. Chagarovsky added that, under the terms of the proposed tax, just for a bottle of milk will have to pay an additional USD 0.17. Deputy Director of the European Business Association Svetlana St. Michael announced that member companies of its organization and does not support these bills as an opaque and there is a risk of misuse of funds from the new tax, which will be transferred to the budget.
