The Verkhovna Rada of Ukraine on June 16 registered 4 of the bill (№4835-4838), which involve the introduction of an environmental tax on production and imports of packaging, according to the official website of the Verkhovna Rada of Ukraine.

This package of bills aims to encourage the collection, recycling and disposal of waste, and the use of waste as an alternative energy source.

In Ukraine, the monthly emit 10 million tons of garbage. Only 60 thousand. Tons is recycled or incinerated. In Ukraine, the tax on disposal of one tonne of waste is the lowest in Europe. This makes the storage of waste is more profitable than its disposal.

Ukraine has offered to establish a national list of waste. Every natural or legal person will be responsible for waste management.

We introduce a new kind of environmental tax – on production and imports of packaging and packaged goods. Its tax base is the weight of the packaging. The tax rate depends on the type of packaging material. The lowest will be glass – 0.63 UAH per 1 kg, the highest – for plastics (USD 5.46) and combination packaging (6.18 USD). The tax will be credited to the special fund budget and forwarded to compensation waste disposal.

It is also proposed to increase the cost of dumping waste to include all the costs of construction and operation of the landfill for MSW.

Meanwhile, the industry and business associations are opposed to imposing a tax on production and imports of packaging, the proposed package of bills №4835-4838.

According to MRC, Igor Grishchenko, this bill will have a negative impact on the future expansion of facilities for the processing of polymers in Ukraine: “As of today, the price of PET preforms constitute 35500-38000 UAH in Ukraine per tonne, CPT customer’s warehouse, including VAT. . Entering this tax in the amount of 5460 USD per tonne of production will lead to higher prices of finished products and the negative impact on demand. given the current crisis in the economy of processors and so faced with a reduction in domestic consumption. this situation will be observed in the polyethylene packaging markets and PS. The tax on the import and production of packaging from composite material even more and should reach 6180 USD per ton. “

“The US Chamber of Commerce opposes the introduction of additional taxes,” – said the president of the American Chamber of Commerce Andrew Gunder at a press conference in agency “Interfax-Ukraine”. According to him, on the tax package, in fact, reminiscent of the excise tax on everything in packaging. This can lead to a rise in price of all kinds of goods.

“According to our calculations, at the rates that proposed by deputies, we will have to pay USD 6.6 billion, while the population has to pay 1.8 billion USD per year also recycle the packaging, it all has not been canceled”, – said chairman of the Union dairy enterprises of Ukraine Vadym Chagarovsky. He believes that to increase pressure on the dairy industry can not, you first need to solve the problem of sorting garbage.
