The expert is convinced that provided transparent automatic distribution of the environmental tax between industrial enterprises and strict public reporting on what the funds allocated by the state were spent on, such a reform can significantly improve the environmental situation in Ukraine.

Ukraine needs an environmental tax reform so that the funds raised from enterprises are directed toward eliminating the causes of environmental pollution, rather than combating its consequences. The priority for the state should be the modernization of industrial enterprises. This opinion was expressed in a comment by OBOZREVATEL Vladislav Antipov, Director General of the Center for Ecology and the Development of New Technologies. According to Antipov, annually industrial enterprises transfer about 5 billion UAH to the budgets of different levels. But at best 25% of this amount is spent on real environmental events. “We must effectively spend public funds received from paying the environmental tax. Our position is that the money should be spent on environmental modernization, and not be sprayed at different levels of budgets, in the regions for some incomprehensible expenses, for the maintenance of managerial staff , the army of government officials. They should be sent directly to enterprises, “said Antipov.

He also said that today in the Verkhovna Rada two bills have been registered with a different vision of how the future reform should go. “One of them involves the creation of a special fund to which this money will be credited and spent from there in some way. The second suggests creating an automatic mechanism by which money will be sent to environmental protection measures specifically in those places where they are needed. After all, you can fight consequence, constantly tinting, whitening, cleaning something.

And you can eliminate the cause. And it’s much more profitable for the state to eliminate the reason: to engage in ecological modernization of enterprises and direct available resources there, “Antipov emphasized.
