Problems are caused by increased control over declaration of customs value of goods, according to market participants.<\/p>\n<p>16th February 2016 The Federal Customs Service (FCS) issued an order \u2116280 &#8220;On improving the efficiency of the control of the customs value within the risk management system.&#8221; The order involves the strengthening of control over declaration of customs value of goods. As a consequence, and in most cases, importers are faced with the inflated value of the goods &#8211; the basis for taxation.<\/p>\n<p>As some market participants report to the 39th Group HS &#8211; Plastics and articles thereof, set the indicative price of USD1 900 per tonne level. Indicative price &#8211; the price of goods is lower than that in the opinion of the customs authorities may not be worth it, and it is the basis for calculating taxes: import duty and VAT.<\/p>\n<p>In the context of a high level of indicative prices of polymers importers have to pay a higher tax charge. Which leads to an increase in the cost of final products manufactured from polymers. At the same time the procedure for customs clearance of goods now takes a few days, whereas the earlier registration could take several hours.<\/p>\n<p>Companies importing understand that tighter control is required to declare the value of goods. At the same time they support the establishment of a real indicative prices for each of the polymers and products made of them, because taken as a basis the value several times higher than the current realities.<\/p>\n<p>In particular, the prices of polypropylene in Turkmenistan amount to about USD650 per tonne. In China, the acetylene polyvinyl chloride (PVC) is USD620-650 per ton. polyethylene prices fluctuate over a wide range depending on the type and origin constitute USD1 080 &#8211; 1500 per ton.<\/p>","protected":false},"excerpt":{"rendered":"<p>Russian importers of polymers in the end of February, faced with the problems of cleaning up the customs polymers.
