The share of roads with cement-concrete pavement in Ukraine should increase to 30% in the next 5 years. In Ukraine, starting from 2021, the systematic construction of highways from industrial waste will begin.\nSuch an opportunity is provided for by the draft Concept of the State Target Economic Program for the construction of public roads with cement concrete pavement for 2021-2025, the press service of the European Business Association (EBA) reports.
\nIt is indicated that the document was published on the Ukravtodor website on August 5.
\nThus, according to the Concept, the share of roads with cement concrete pavement will increase to 30% due to:
\n– clear mechanisms for financing the repair and construction of roads from the state and local budgets;
\n– improving the environmental friendliness of construction, in particular, due to the use of waste and industrial by-products as aggregates in cement-concrete mixtures;
\n– researching new opportunities for road construction based on modern energy and resource saving materials and technologies.
\nIt is assumed that this will improve the country’s transit potential, increase the level of localization and reduce import dependence, resolve issues of industrial waste management, create new jobs and effectively use budget money in the road sector.
\n\u201cBack in May, the Association appealed to representatives of the government and parliament with proposals on the active use of metallurgical slags and ash-and-slag materials in construction. After all, more than 160 million tons of slag and about 250 million tons of ash-and-slag materials from thermal power plants have accumulated in Ukraine on dumps of industrial enterprises. by 10-11 million tons and 6-7 million tons, respectively. Consequently, the proposed Concept is relevant and progressive for the economic development of the country, “said Olga Boyko, coordinator of the EBA Committee for Ecology and Sustainable Development.
\nAt the same time, it is assured that the business community conceptually supports the initiative of “Ukravtodor”, but calls for finalizing the text of the document and taking into account the following 3 points:
\n– add industrial by-products \/ secondary raw materials to the list of materials that can be used in the process of road construction. After all, some materials in the future may acquire the property of changing their legal status as waste. In particular, in the context of the planned waste management reform;
\n– to clarify the possibility of financing the Program also at the expense of the State Road Fund;
\n– to give priority to the use of secondary raw materials as aggregates in cement-concrete mixtures and road base layers. In particular, the priority use of slag Portland cement and slag-alkali cements.
\n\u201cWe hope to take into account business proposals that will bring Ukraine closer to an environmentally and economically sound developed infrastructure,\u201d the Association concluded.<\/p>\n
