The main idea is to create such legislative conditions in which it will be beneficial for the business to establish “waste-to-energy plants \u201dand take the waste to the factories, and not to landfills or to the forest. This practice is common in European countries. For example, Sweden processes almost 100% of municipal solid waste and even imports it from other countries.
\n“State energy efficiency has already developed not only a concept, but also a number of bills to stimulate the energy use of solid waste,” said Savchuk.
\nAccording to the developed concept and bills, it is planned to provide guarantees to investors on the supply of certain volumes of garbage for recycling, introduce long-term contracts for the treatment of household waste, create incentives for the construction of incinerators, establish clear tariff rules for energy waste disposal services.
\nIn addition, environmental requirements for waste processing enterprises will be enshrined in legislation, a system for the administration of waste management at the municipal level, and responsibility for the disposal of waste in unauthorized landfills will be established.
\nThe State Efficiency Committee is convinced that all this will lead to the creation of a transparent market in this area.
\n“Garbage is a resource that can be turned from an environmental problem into a source of energy and a point of growth for the domestic economy,” Savchuk said. As reported, the Verkhovna Rada registered draft law No. 10411 “On Waste Management” prepared by the Ministry of Ecology and July 2 natural resources. The proposed draft law will allow the introduction of a European model for solving waste problems<\/p>","protected":false},"excerpt":{"rendered":"
The State Agency for Energy Efficiency and Energy Saving has developed a number of legislative initiatives that will allow replacing up to 1 billion cubic meters of gas annually through the production of energy from waste.
