The delivery platform Seven Senders has formulated the impact of this law on each enterprise. The law will also affect mail-order companies and e-commerce businesses.

The main objectives of the new German packaging law are to reduce waste, increase recycling of packaging materials, and reduce the environmental impact. In addition, it obliges everyone who causes packaging waste to pay for their disposal. The directive provides for two main obligations for all who deal with the circulation of packaging: mandatory participation in the system and mandatory registration. If you send parcels from January 1, 2019, you must also participate in the return of packaging through the dual systems at the expense of the license fee. The amount of payment should be based on the total weight and type of packaging material and should be communicated to the competent authorities for the following year: the dual system (duales System) and the central register of packaging (Zentrale Stelle Verpackungsregister).

Dual systems carry out organizational interaction between enterprises involved in sending parcels, and public and private disposal companies. Their goal is to provide a comprehensive and free return and disposal of packaging waste for the end user.

For the whole package, the following rule applies: the one who does not participate in the system cannot release anything into circulation. In addition, there is a mandatory registration: in order to be able to collect a fee for a license to participate in a dual system, all companies involved in sending parcels must register with the central packing register.

For those who put into circulation packaging that is subject to registration in the system, without such, a penalty of up to 200,000 euros. Company size does not matter.

What packaging is required to participate in the system? We are talking about all the packaging that goes to the end user, including, for example, adhesive tape, labels, filler, primary packaging of the product and outer packaging, as well as packaging boxes. The packaging can use different materials. Clarity of criteria and special cases are given in Appendix 1 to the packaging law.

A source

Since the beginning of 2019, the law on packaging came into force in Germany.
