<\/a><\/h1>\nThe meeting of heads of regions aims fast, within 1-3 years, increasing the capacity of the Russian market of polymers.<\/p>\n
It is known that the level of consumption of polymers per capita in Russia is 1.5-2.5 times behind the developed countries. The backlog is largely artificial. Large sectors that determine the level of consumption, are road construction and pipes for water supply in housing.<\/p>\n
Russian roads are still being built without the use or with limited use of geogrids, geogrids, polymeric bitumen (used in sound volume could increase the overhaul period of service of a cloth with 1 to 5 years and increase the quality of the road).<\/p>\n
The municipalities and heat supply organizations and water utilities used mainly cast iron pipe is adopted in Europe polymeric analogues. Non-recurring adoption of relevant Technical regulations in Russia in the status of the Federal law will increase the market capacity of polymers at least 2 times.<\/p>\n
Whether manufacturers respond to this challenge? “Yes,” answer of the enterprise. At the meetings summit chemical manufacturers geogrids, polymerized bitumen (“SIBUR”, 50% of Russian refinery), manufacturers of pipe grades of polymers and pipes for utilities (“Salavatnefteorgsintez”, “Kazanorgsintez”, “Polyplastic” etc.; in Russia, about 100 tube mills) \u2013 has repeatedly stated that the production capacity is underutilized directions 40-60 % or can be increased substantially in a short time.<\/p>\n
Simultaneously with measures for the restoration of the Russian market of polymers, the heads of the regions \u2013 participants of the meeting proposed a number of steps aimed at intensive development of domestic processing of polymers. In particular, the analysis of the customs base import finished products from polymers and identifies the sectors of processing, in which, to date, justified the creation of large isolated facilities to manufacture finished products.<\/p>\n
For example, Russia is almost entirely import disposable syringes and utensils for medical purposes, but syringes and jars of medicines of foreign production is so cheap that compete with them only one, but very large plant built in Russia.<\/p>\n
Similarly is the situation with functional additives to polymers and engineering plastics.<\/p>\n
The organizing Committee MIAS on the basis of the performed database analysis of imports of functional additives, engineering plastics and finished products proposes to adopt a roadmap that creates incentives for import-substituting production of prepared list and companies that invest in their creation. The placement of such facilities should be the result of an agreement between the industrial regions, because the internal competition in a significant number of cases destroys the idea of the price competitiveness of Russian companies in comparison with foreign suppliers.<\/p>\n
