\"\"During the first six months of operation, the pilot project collected more than 160 tons of waste, which is about 20-25% of the packaging waste in the city where it was conducted.
\nThe pilot project on separate collection of solid household waste, which is implemented in Vyshgorod based on the principles of expanded producer responsibility (RRP), summed up the results of the six-month activity, and proved that the European model of collecting and recycling waste packaging as secondary raw materials can be quite effective in Ukraine.<\/p>\n

This is stated in a press release of the Ukrainian Packaging and Ecological Coalition (UkrPEC). “Extended producer responsibility (RRP) as a method of financing and organizing the collection and processing of packaging waste and other goods that become waste is successfully used in the European Union and other countries.” Despite the fact that there is no corresponding legislation in Ukraine (there is only the National waste management strategy, where the RRP is provided), a group of Ukrainian producers of packaging and goods in the package on their own initiative launched a pilot project for the introduction of RRP in Vyshgorod. The project is owned by Coca-Cola Beverages Ukraine, PepsiCo Ukraine, Tetra Pak, Elopak-Fastov and Ken-Pak (Ukraine), which are members of the Ukrainian Packaging and Ecological Coalition (UkrPEC). for their own money (through contributions) establish a system of collection used by residents of packaging and ensure its guaranteed access to processing in the form of secondary raw materials and at the same time, funds from the state or local budgets are not involved, “the report said.<\/p>\n

As noted in the press release, 99 yellow containers for plastic bottles, paper, cardboard, cardboard packaging for drinks and 78 containers for glass containers were installed alongside gray containers for mixed domestic waste in the first six months of the pilot project. At the same time, an information campaign for the population began, aimed at encouraging residents to sort waste: glass in a green container, and the remainder of the packaging and materials into yellow; all the rest of the mixed garbage is in the usual gray container, which, as before, takes out the utility. Hromada, respectively, pays only for the removal of waste from a gray container.<\/p>\n

For the first six months of operation, the pilot project collected more than 160 tons of waste, which according to the analytical estimates of the Ukrainian Packaging and Ecological Coalition is about 20-25% of the packaging waste that is generated in the city. The project is designed for 5 years and its goal is an annual increase in the collection rate of waste packaging to 50%. The Ukrainian Packaging and Ecological Coalition, on behalf of manufacturing companies, has concluded an agreement with the SPE “Rada”, which has sorting capacities in the city of Bucha and a fleet of special machinery that collects waste from yellow and green containers, sorts them out and sends them as recyclables for processing to Ukrainian enterprises , which produce from these materials a new packaging or a variety of products. For example, waste glass falls on the Gostomel Glass Factory Vetropack, which produces a new glass container.<\/p>\n

As the organizers of the project noted, dozens of factories in Ukraine use recycled materials for making glass, cardboard, PET products (fabrics, sintepon and the like), plastic products. These plants have a shortage of recyclables and some of them are forced to buy it abroad. According to Anna Tarantsova, Deputy Chairman of UkrPEC, the pilot project will allow us to understand exactly how to build relations with all the participants in the RRP system: between producers, local authorities, organizations that collect, sort and process waste, with a population that must get used to sort waste. Thanks to this, it is possible to develop a scheme of relations with fiscal authorities, because the activities of the RRT organizations are unprofitable.<\/p>\n

“Sooner or later the ROP will become mandatory in Ukraine, as it is mandatory in the EU, and responsible business in Ukraine should be ready for this. The responsible business already supports the idea of \u200b\u200bintroducing the RRP in Ukraine, since it considers this approach to be the most fair, marketable and effective, “said Anna Tarantsova. Using the example of a pilot project, it is clear that the RRP system can be successfully implemented in Ukraine, as is the system for separate waste collection, and the public is ready to share waste. According to the results of the survey, the overwhelming majority of Vyshgorod residents agreed that the waste should be sorted. Only an appropriate regulatory framework is needed, as stipulated in the Cabinet of Ministers approved in November 2017, the “National Strategy for Waste Management”.
