This was stated during the press conference by the People&#8217;s Deputy of Ukraine from the party &#8220;Samopomich&#8221; Alain Babak and her colleague from the party &#8220;Fatherland&#8221; Alexei Ryabchin. The &#8220;green&#8221; tariff for burning household waste is unacceptable &#8230; Now there is a desire to burn everything, without sorting, by saying that about 5% of the territory is under landfills and we need to burn as much as possible. There are very big fears, and it seems to me that this will not pass, this is an anti-state position, &#8220;Ryabchin said. Alena Babak noted that in Ukraine, first of all, there should be a system for separate collection of waste and their processing, and also introduced the principle of expanded producer responsibility.<\/p>\n<p>&#8220;In order for us to collect waste separately and send them for processing or reuse, we need to start with a separate collection and determine clearly who will pay for it: for the purchase of containers, for logistics. To do this, it is necessary to oblige manufacturers of marketable products in the packaging to be responsible for the entire cycle of their products, through the principle of increased producer responsibility, &#8220;she said. At the same time, Babak noted that in order to launch a separate collection of waste in Ukraine, people should be given the opportunity to choose for themselves what to pay for, and for which they do not. &#8220;It is necessary to start with a simple one &#8211; from separate collection and motivation of people to collect waste separately &#8230; Why is the separate collection now not an absolute rule for the whole of Ukraine?<\/p>\n<p>In order for it to be mandatory in Ukraine and understandable for everyone, it is necessary to give an economic incentive to the consumer for sorting, &#8220;the People&#8217;s Deputy emphasized. According to her, such a system is implemented in most European countries, where the population pays for tariffs only for unsorted waste. &#8220;People know that they pay only for being thrown into a common container. And if you separately collect waste that can be sent for processing and re-use, then you do not have to pay for it, you paid for it once when buying products in the package, &#8220;Babak said. According to her, the bill on the extended responsibility of the producer, which should start separate collection of waste, has already been registered in the parliament, but its consideration is delayed due to lobbying by some deputies of the concept of incineration of waste.<\/p>\n<p>&#8220;The bill on the extended responsibility of the manufacturer has already been registered in the parliament, it passed an environmental committee and was recommended for the first reading. Also, the concept of expanded producer responsibility is enshrined in the National Waste Management Strategy, which was approved by the government. What&#8217;s stopping you? And business interests of large structures that want to use all waste for incineration, which will produce not only thermal energy, but also electric, hamper business interests, for production of which it would be possible to get a &#8220;green&#8221; tariff, &#8220;Babak noted. As UNIAN reported, on November 8, the Cabinet of Ministers of Ukraine approved the National Strategy for Waste Management until 2030.<\/p>\n<p>According to the Minister of Ecology and Natural Resources Ostap Semerak, the next step will be the preparation of national and regional plans for implementing the strategy. After the adoption of the strategy, the Ministry of Ecology will propose sectoral bills for types of waste to the parliament. The strategy calls for reducing the level of disposal of domestic waste from 95% to 30% and minimizing the total volume of waste to be buried from 50% to 35%. When handling household waste, it is proposed to introduce a separate collection, identify optimal areas for locating regional waste transfer stations, sorting lines, waste processing plants and landfills, which requires the construction of such a network for the money of local government.
