\"\"The new draft decision of the Kyiv City Council on handling solid household waste (SHW) showed that, in addition to the approximate “vision of ways to solve the garbage problem” and potential interest in the construction of “garbage-processing” factories from the Solidarity fraction, there is nothing in Kyiv’s leadership of Kiev. In particular, the Kyiv City State Administration (KCSA) seems to have changed its mind about closing the emergency landfill # 5 in the foreseeable future, and sorting and processing of garbage will for the time being consist exclusively in the purchase of new containers. But it became known that the “garbage king” – the secretary of the Kyiv city council on housing and communal services Oleg Kostyushko (fraction “Solidarity”, in the photo on the left) is thinking about building the first “garbage processing plant” in Kiev.<\/p>\n

As it became known to KV, on November 6, 2017 the Kyiv city council commission on housing and communal services and fuel and energy complex (housing and communal services and fuel and energy complex) coordinated the draft decision of the City Council dated 01.11.2017 “On some issues on handling household waste in the city of Kiev”<\/p>\n

The document assumes:<\/p>\n

1) to conduct a competition to determine the provider of services for the export of solid domestic waste in the territory of Kiev in accordance with the established procedure;<\/p>\n

2) to approve the plan of measures for 2017-2025 in the field of waste management in Kiev;<\/p>\n

3) instruct the KSCA to ensure the preparation and holding of such a competition and conclude contracts with the carriers selected by the tender commission;<\/p>\n

4) to recommend to these carriers to enter into agreements with economic entities in the sphere of processing, utilization and disposal of waste according to the results of tenders.<\/p>\n

The action plan for 2017-2025 in the field of waste management in Kiev provides for the reconstruction of garbage landfills No. 5 and No. 6, the reconstruction of the Energia plant and the construction of garbage processing plants.<\/p>\n

Landfill of solid domestic waste \u21165 (Podgortsy):<\/p>\n

2017 – registration of the lease contract for a land plot under the landfill (contractor: PJSC “Kievspectrans”);<\/p>\n

2017-2018 – reconstruction of the landfill in order to ensure its closure and further reclamation (performer: PJSC “Kyivspetstrans”);<\/p>\n

Reclamation of the landfill (executor is not defined):<\/p>\n

2017-2018 – project development;<\/p>\n

October 2018-2021 – Reclamation work;<\/p>\n

constant provision of post-cultivation content of the landfill (the performer is not defined).<\/p>\n

The mention of the lease agreement refutes the words of the profile deputy head of the KCSA Petr Panteleyev who, at a recent meeting of the Kyiv city council, told the deputies that the rent-de was already registered last week. Hardly all the procedures will be completed this year, so this item already gives away profanity.<\/p>\n

We also draw attention to the fact that there is no item on the list “Closure of solid waste landfill # 5”. It is mentioned only that the reconstruction is necessary for closing. Where did this formulation come from, it’s not difficult to guess: in ChAO “Kyivspetstrans” they constantly say that the polygon is being reconstructed to continue its work. The move is very cunning: the wording seems to disprove all such accusations, while “reconstruction for closure” can be carried out indefinitely, continuing to use the test site.<\/p>\n

It also raises questions that the executor of works on registration of land lease and reconstruction is PJSC “Kyivspetstrans”, whose contract with the Kyiv City State Administration for the disposal of waste expired more than a year ago.<\/p>\n

The polygon of large-sized and construction waste \u21166 (Pirogovskiy path, 94-96):<\/p>\n

2019 – development of a reconstruction project with further reclamation (the performer is not defined).<\/p>\n

As you can see, this landfill is also not going to be closed anytime soon. By the way, and recultivate too – only the time for reconstruction is indicated, and “reclamation” is not a separate part of the plan of measures and is explicitly mentioned only “for a red word”. Although, as already reported by KV, this waste landfill also has a “full-fledged ecological disaster”.<\/p>\n

Incinerator plant “Energia” (Collector’s street, 44):<\/p>\n

2018-2019 – performance of works on re-equipment;<\/p>\n

2020-2021 gg. – reconstruction works.<\/p>\n

Unexpectedly, in relation to the “Energy” all the points correspond to the information officials being learned by the officials. At least on paper everything is consistent and according to plan (not counting the fact that from the beginning of 2018 the plant will still work de jure illegally).<\/p>\n

The following activities are also planned:<\/p>\n

2018-2025 – Creation of a system of complexes (plants) for MSW processing, including landfills for recycling (processed) wastes (if necessary) (the contractor is not defined);<\/p>\n

2025 – construction of additional capacities for generation of heat and electric energy, which operate on alternative fuels from domestic waste (the contractor is not defined);<\/p>\n

constantly – the establishment of economically justified tariffs for services for the removal of domestic waste in Kiev (executors: KSCA and business entities in the field of waste management);<\/p>\n

constantly – the development of a separate waste collection system, including the expansion of the fleet of appropriate containers and vehicles (executors: KSCA and economic entities in the field of waste management).<\/p>\n

In the summer Panteleev assured that the first garbage processing plant in Kiev could open already in late 2018 – early 2019. However, while land plots have not even been allocated for the planned plants. Public hearings also did not hold, but most likely none of the townspeople would be delighted with the prospect of building such a plant near their home. Considering all this, it becomes clear that before 2025 (at best) it is not worth waiting for the implementation of this item.<\/p>\n

As for the “separate collection of waste,” it is really only an increase in the number of containers for certain types of recyclables (PET plastic, glass). Implementing a separate collection of garbage at a household level in the capital is not going to, as Pyotr Panteleev directly stated.<\/p>\n

At a meeting of the Committee on Housing and Utilities, Peter Panteleyev said that the draft decision was ready in September, but then two months “consultations were held with local deputies and residents of the Podgortsy village.”<\/p>\n

Panteleev proudly drew the commission’s attention to paragraph 4 of the draft decision, which, he said, “states that carriers must take care of the processing of garbage and announce a tender for processing.” According to him, through such a mechanism it is planned to build capacities for the processing of garbage. The official explains this by the fact that the current legislation does not provide another opportunity, for example, the city can not hold a tender for waste processing, since the concept of “processing” is in the law on NKRECU, but absent in the law on housing and communal services.<\/p>\n

At the same time Panteleev, again (this becomes a habit) misleads deputies: this point does not oblige carriers to recycle the garbage entrusted to them. First, this is only a recommendation. Secondly, it is not about processing, but about concluding contracts with the subjects in the sphere of processing, utilization and burial – that is, the subject can relate to this sphere and provide the carrier with a service only for burial. This will not be a violation of the paragraph, the word “processing” in which it seems, it seems, only for “PR”.<\/p>\n

Regarding the list of events, Panteleev said that he “actually duplicates” the list of activities approved a year ago by Kyiv City Council Decision No. 301\/1305. And again lied, because the central point of that decision was the clause about the closure of the polygon No. 5, which is not on this list. Obviously, this draft decision is intended to imperceptibly replace itself with the decision that the polygon No. 5 should be closed in less than a year – October 1, 2018.<\/p>\n

At the same time, the members of the Kyiv city council commission on housing and communal services and fuel and energy complex were indignant that they saw such an important draft of the decision only on the day of consideration. The point is that this issue was not on the agenda at all and it was included in the section “Miscellaneous”. Accordingly, the document was not published on the site of the Kyiv City Council in the materials of the meeting and the public could not get acquainted with it.<\/p>\n

But despite these statements the profile commission of the city council still supported the draft decision. Taking into account only one amendment, the construction of facilities for generation of heat and electricity by alternative fuels from household waste should begin not in 2025 but in 2020.<\/p>\n

True, the committee supported the draft decision provided that it is still considered by the Association “Ukrainian Ecological Alliance” headed by the commission’s secretary Oleg Kostyushko (Solidarity faction). If the Association has principal comments on the draft, the head of the commission Vladimir Bondarenko (head of the faction “VO” Fatherland “) on behalf of the entire commission will remove it from consideration at the meeting of the Kyiv city council for revision. The Panteleev praised Kosciuszko: according to him, Panteleev was the first profile deputy head of the KSCA, in which the problem of garbage began to be dealt with in principle.<\/p>\n

By the way, Kosciuszko said that he, maybe, will build one of the planned garbage processing plants. Because of this, he refused to vote for this issue, since he has a potential conflict of interests. Kostyushko is the general director of the Association for Waste Management “Ukrainian Ecological Alliance” (ASOCIIATSYA “UKRAINSKY ECOLOGICAL ALLIANCE”) and the owner of a number of private companies operating in this industry (OOO Kramar Risajkliding, OOO Kramar Eko LLC Budmateriali-voresresi ” etc.) Since he earns money on collecting and recycling waste, he is even called a garbage king.<\/p>","protected":false},"excerpt":{"rendered":"
