This is a fixed price, indicated on the label of each bottle or beverage can. This price (pledge) is guaranteed to be returned to the consumer after he has handed over an empty container to a special device – fandom (taromat). Thus, the consumer does not lose anything, but such a system stimulates him to civilized handling of waste.

This practice has been successfully implemented in various countries of Europe: Germany, Finland, Czech Republic, Norway, Croatia, Estonia. In the near future Belarus will join such countries. The government of this country included the introduction of a collateral tare collection system in its National Agency for Solid Waste Management.

The borrowing of such a collection system is also considered in the UK and Scotland. According to the estimates of the international economic organization Zero Waste Scotland, the collateral tare collection system will save local authorities from 3 to 6 million pounds sterling (from 3.9 to 7.8 million dollars – ed.) Only for one collection.

The deposit system of tare is supported in the expert community. For example, recently the leading expert of the well-known international organization Greenpeace, Tisha Brown, stated that there is no alternative to this system in the struggle for environmental cleanliness.

“We urgently need to take action, both on the part of the government and large companies producing soft drinks such as Coca-Cola, which annually produce billions of disposable plastic bottles.” The flow of plastic in the sea needs to be stopped urgently.

The solution of the problem is the introduction of a deposit system for collecting tare. Such a scheme works in many countries of the world. It contributed to an increase in the collection of containers to 95% in individual countries. This would motivate the population. After all, people, after paying a little more money for a bottle of water, would then receive this amount back. At the same time, the bottle would have already gone into processing and would not have settled on the beaches of the country, “she said.

The effectiveness of the collateral collection system is also confirmed by dry statistics. For example, in Norway, thanks to the fraudsters, 95% of containers are collected, in Finland – 93.3%, and in Denmark – 89%.

The proposal to introduce the collateral value of the returnable container was made by more than 10 people’s deputies, including Irina Lutsenko, Ivan Rybak, Anatoly Dyryv, Yevgeny Murayev and Igor Kotvitsky.
