This is the Solid Waste Landfill No. 5 in the village of Podgortsy, which is more than 30 years old. What has become during this time hundreds of thousands of tons of household garbage in the capital &#8211; no one can say, the impact on the environment &#8211; a catastrophic. This is a technogenic bomb that can explode at any second 10 kilometers south of Kiev.<\/p>\n<p>Because of the environmental and man-made threat a year ago, Kiev decided to close Polygon # 5, which has been operated uncontrollably for decades and is more dangerous than for surrounding villages and the capital. Kiev does not work at the Polygon as quickly as we would like, explaining this by the fact that so far no landfill in Ukraine has been closed in a civilized way, lacks experience, it is necessary to consult with foreign colleagues, to go to adopt technologies. To amend the legislation and start building garbage processing plants, which are not provided for at all.<\/p>\n<p>Meanwhile, events began to develop, frankly, unexpectedly. The other day the village council with. Pidhirtsi himself began to search for an investor for the construction of a plant near Polygon.<\/p>\n<p>The citizens of the villages adjacent to the dump site are alarmed and try to shout to the officials and the media. After all, in fact this may mean not the closure of the landfill, promised in 2018, followed by the recultivation of the territory, but the continuation of the delivery of waste to Podgortsy. So it turns out that instead of a planned gradual closing there is a competition for someone who will later own Polygon #5<\/p>\n<p>From &#8220;old&#8221; garbage we will release you, but &#8220;fresh&#8221; &#8211; we will bring<\/p>\n<p>It all started in the autumn of 2016, when public activists from the village of Podgortsy and neighboring villages blocked the entrance of garbage trucks to a landfill for four days. After that, on October 27, 2016, the KSCA adopted a decision on the gradual closure of the Polygon until the end of 2018 to guarantee &#8220;technogenic and ecological safety&#8221;. Since then, anti-damage works have been carried out at the Polygon &#8211; strengthening of slopes and dams, which restrain the leakage of poisonous filtrate to the surrounding villages and its entry into water bodies. The mountains of garbage began to be sprinkled with soil.<\/p>\n<p>But this year the village council with. The Pidhirtsi declared his own plans for the landfill. May 26, 2017 chairman of the village council Sergei Kravchenko unveiled a document by which the village council by decision of the KSCA prohibits any work on the landfill. A pier, strengthening of dams is actually carried out not for the purpose of closing of the Polygon, and for continuation of its functioning and after 2018.<\/p>\n<p>In May, the village council announced public hearings about a new general plan for the development of the village. In this master plan, enterprises for processing or incineration of garbage are located in the sanitary zone around the Polygon and at the dump itself. Public hearings were held in a &#8220;quiet&#8221; format: everyone who wanted to participate should have made a record in the journal of public hearings, which was in the village soviet. A resident of the village, who recorded the latter, said that there were only 17 records. Consequently, people did not come or simply did not know about the hearing.<\/p>\n<p>NGO &#8220;Stop corruption&#8221; and NGO &#8220;Single Dream&#8221; at the request of local activists conducted a survey of residents of Pidhirtsi and nearby villages. It turned out that most people in Pidhirtsi were not informed at all about the plans of the village council. Hromada villages of Romankiv, Krenici, Gvozdov, Big and Small Dmitrovich were indignant, because both the Polygon and any plants that could further deteriorate the ecology of the region, in their opinion, are relevant to all nearby villages and require public discussions with the communities.<\/p>\n<p>And on June 28 the deputy of the village council with. Pidhirtsi Alexander Kolpachov (the predecessor of Sergei Kravchenko in the chair of the village council) announced the Investment Proposal, which says that the village council and KP &#8220;Pidhirtsi-EcoService&#8221; announce the start of a competition for technology for processing solid waste. And in fact &#8211; the search for an investor for the construction of plants in the sanitary zone of the Polygon and undertakes to rid the villagers of such a misfortune as a dump in the near future and ensure civilized recycling of garbage. People are promised jobs in the factory. Activists of local communities sounded the alarm.<\/p>\n<p>If Kiev closes the landfill, the garbage is going to be recycled by the village council? Where did he get such huge money? After all, reconstruction, reclamation and further maintenance of landfills is hundreds of millions of hryvnias. Who is the owner of the land under the Polygon, who is the subject of management? After all, &#8220;deposits&#8221; are not enough for this, to ensure multimillion-dollar investments, &#8220;fresh&#8221; raw materials are needed.<\/p>\n<p>We asked the questions about the legal status of Polygon # 5 for the deputy chairman of the KCSA Petru Panteleyev. He said that the land under the Polygon belongs to the state, their tenant is the company &#8220;Kyivspetstrans&#8221;, the construction of any objects is not allowed in the sanitary zone, and it is still necessary to understand the land on which these plants are supposed to be planned.<\/p>\n<p>Mr. Panteleev also confirmed that the city intends to remediate the landfill. The city is guided by the announced deadlines &#8211; that is, for the final closure of the Polygon at the end of 2018. He also assured that even after the closure of the facility, Kiev will allocate funds for its maintenance, and additional sections will be added to the existing filtrate processing facility.<\/p>\n<p>After filtrate and after the cessation of import of garbage will accumulate. Pyotr Panteleyev also said that Kiev refused the idea of \u200b\u200bbuilding any factories on and around the Polygon. Since the ecology of the region needs to be improved, and the Polygon itself is very dangerous.<\/p>\n<p>Now two new sites for garbage collection have been found (where exactly &#8211; he can not yet say), and in the near future two modern lines for the processing of solid household waste will operate in Kiev &#8211; one in Goloseyevsky district, the second &#8211; on the basis of &#8220;Greenco-Center &#8220;.<\/p>\n<p>The user of land under the Landfill is the company &#8220;Kyivspetstrans&#8221;. We called her director Andrei Grushinsky, who said that the company has an act for the perpetual use of land under the Polygon, and therefore, while garbage is carried in the Pidhirtsi (that is, until 2018), no one can build anything there. Which plant, the cost of its construction also could not be found out. Sergei Kravchenko said that the investor should resolve this after discussions with the village soviet and the community. Well, let&#8217;s say that this is so. But is it not necessary to make preliminary plans and calculations to talk with the masses?<\/p>\n<p>However, these rhetorical questions, which only emphasize, in what situation are designed counterplanes around the object, which simultaneously represents a colossal danger and is able to provide someone with big money.<\/p>\n<p>Public hearings &#8220;about a nuclear bomb&#8221;, the results of which &#8230; hide<\/p>\n<p>But here&#8217;s another question: who will carry fresh garbage to the new plant, if Kiev stops exporting to Podgortsy? After all, recycling garbage only from Obukhov is unprofitable. Sergei Kravchenko is skeptical about Kyiv&#8217;s plans to close the Polygon until 2018. He says that they have repeatedly promised to close the dump from Kiev, but there was no further word. And the village council decided to take the dump under its control.<\/p>\n<p>However, how, even if there is a factory, is the village council going to recycle the garbage that accumulated over 30 years? &#8230; Kiev will fill the first map of the landfill with soil, and the Pidhirts will dig it up and sort it, or burn the rotten hazardous waste? It is difficult to imagine, and the rural chairman himself said that he is not a technologist and how exactly this will happen, he does not know.<\/p>\n<p>Well, and a few more related details. In addition, Galina Kinker stated that the ignorance of the villagers gives scope for various manipulations.<\/p>\n<p>It is not clear yet whether the village council in Pidgirtsi is showing its own initiative, trying to take Polygon No. 5 under control, or simply voicing the desire of a much larger player who is still hiding in the shadows. Find an investor who will give the village council 100 million US dollars for the construction of a modern waste-processing plant is not easy. Not to mention the much more expensive plant for processing old rotting waste (up to 400-500 million US dollars).<\/p>\n<p>But meanwhile the village council with. Pidhirtsi promises to his residents that as soon as the plant appears here &#8211; the dump will disappear. And Kiev is looking for money for the construction of sorting lines and new sites for burial of unprocessed wastes, deliberately or forcedly delaying the closure of Polygon # 5. Active citizens try to obtain at least some information and understand &#8211; who should believe and how to get rid of this garbage disaster. The communities of the surrounding villages have already &#8220;eaten&#8221; garbage and are ready to initiate a meeting of the communities themselves and demand from officials and deputies access to information.<\/p>\n<p>The tension around the Polygon grows proportionally to the reduction in time to its planned closure &#8211; October 1, 2018. And if Kiev still manage to meet the deadlines and close Polygon No. 5, will it remain in the property and under the protectorate of the capital?
