Attempts to “drag through” a bill that provides for the introduction of a tax on packaging waste continue in any way. Despite the fact that several such projects involving the introduction of this tax “hanged” in the Verkhovna Rada, another similar bill No. 6602 “On Amending the Law of Ukraine” On Waste “was recently registered. And although the authors of the bill say that it will help to consolidate the “fundamental principles and provisions of the European legislation on waste” in national legislation, its content shows rather the opposite.\nThis is exactly what the representatives of the Ukrainian business circles said – participants of the July 11 press conference “Another attack on Ukraine’s Eurointegration course, its economy and budget: attempts to introduce a tax on packaging and a green tariff on the burning of domestic waste.” In their opinion, the provisions of this draft law do not meet the established practice in Europe of the expanded responsibility of the producer and the separate collection of domestic wastes, primarily packaging waste.
\nIn addition, as noted during the press conference, the introduction of the waste packaging tax, which is proposed by this bill and associated with it a package of other legislative initiatives, can significantly worsen the situation in many sectors of the food production sector.
\nThus, in his speech, the chairman of the Union of Dairy Enterprises of Ukraine, Vadim Chagarovsky, bluntly stated that the adoption of a package of bills would inevitably accelerate the already declining collapse of the dairy industry in the country. At the same time, the problem of environmental pollution, as well as the problem of household waste, will remain unresolved.
\nHe also substantiated the thesis that in such conditions the enterprises will be forced to raise the price, and the consumer will significantly reduce the consumption of milk, or simply refuse to purchase legal dairy products and switch to the production of the shadow sector. “The dairy industry is currently in a financial crisis,” said Vadim Chagarovsky. – And the additional introduction of the tax for the industry will only deepen this crisis and will contribute to the fact that the industry’s enterprises will have to go into the “shadow”.
\nAccording to the FAO (Food and Agriculture Organization of the United Nations), as noted by the Deputy Chairman of the All-Ukrainian Agrarian Council Mikhail Sokolov, the volume of the shadow market of dairy products in Ukraine is already 40%. “The authors of the bill apparently want to increase the share of illegal dairy products even more,” Sokolov said. “Such initiatives lead to this.”
\nOther participants of the press conference also noted that the introduction of a new tax significantly – by 10-15%, will increase the final cost of goods in packaging, which will affect the ordinary Ukrainian consumer.
\nThe American Chamber of Commerce in Ukraine, the European Business Association, the Union of Dairy Enterprises of Ukraine and a number of other industry associations of the country spoke at a press conference against bills proposing the introduction of a new tax on packaging waste and maintaining a “green tariff” for electricity received from the incineration of domestic waste And called on the deputies – the authors of these bills – to recall them.
\nWe also note that the Ministry of Ecology and Natural Resources presented the draft of the National Strategy for Waste Management in December last year. This document in the very near future should be approved after public discussion.
