This is reported by Espresos.TV with reference to the press center of the Kyiv city council.
According to Kyiv officials, the right to provide such an old-new utility service should be decided on a competitive basis.
Now the collection and removal of solid domestic waste is included in the structure of the communal service for the maintenance of houses, structures and local area. However, according to the deputies of the Kyiv City Council, this service does not fully cover the collection and removal of garbage, in particular the private sector.
There is also the problem of the lack of a controlled system of export of repair and construction waste, a low level of payment for the provision of services, inadequate collection of solid domestic waste, and competition in the housing and communal services market.
“Today this service goes in the calculation of the number of residents per SDW education norm, that is, it is calculated on the house and then divided into square meters. Accordingly, residents of houses pay for square meters, and not for actual accumulation of waste, “- explained in the Kyiv City Council.
Capital deputies believe that the introduction of a separate utility service will create an economically balanced waste collection system and will allow consumers to enter into direct agreements with providers of services for collection and export of solid waste.
According to Alexander Malykhin, Deputy Director of the Department of Housing and Communal Infrastructure of the Kyiv City Council Executive Body, now the population’s funds are directed to the municipal enterprises engaged in the maintenance of houses and local areas, which are then calculated with legal entities that carry out the export of solid waste.
The final decision on this issue should be made by the deputies of the Kyiv City Council.

Now collection and removal of solid domestic waste is included in the structure of the communal service for the maintenance of houses At the meeting of the Commission on Environmental Policy of the City Council, the deputies of the Kyiv City Council supported the draft decision on how to consider the removal of domestic waste […]

[1
