It requires only time and the availability of public policy.<\/p>\n<p>Since the main resource, waste, problems should arise: in Ukraine is generated annually from 60 million cubic meters to 200 million cubic meters of debris covering the dead weight of over 10 thousand hectares of the country.<\/p>\n<p>The accumulated layer is estimated 12-15 billion tonnes. If debris was oil, Ukraine would be held the third largest field in the world after the United States (Chicontepec, 19 billion tons) and Saudi Arabia (Ghawar, 18 billion tonnes).<\/p>\n<p>In the meantime, some of the Ukrainian regions are not coping with the waste shaft, practicing &#8220;trash raids&#8221; in the neighboring area. Waste or transferred &#8220;recycled&#8221; in the utilities, which are burned, or taken out and thrown on roadsides and in forests. This is a sign of the crisis of the system.<\/p>\n<p>What position will take our country in the global MSW processing chain? It will be a raw or a colony of the metropolis? What transformation is needed to turn the state into the first economy in the world, and the secondary resource &#8211; a source of budget revenues, the same supply of hydrocarbons?<\/p>\n<p>First you need to allocate roles and obtain the consent of all parties in the matter of priorities: what we do with garbage, and who is responsible for what.<\/p>\n<p>If you think of the waste in the form of games for several participants, as was done in the report of the Vice-President of the World Packaging Organisation Luciano Pellegrino, it becomes clear: Recycling &#8211; and a long-term team game, which involves the consumer, government, manufacturer, seller and logistician.<\/p>\n<p>The prize in the game is the income in the pockets of the players and the bonus &#8211; the cleansing nature.<\/p>\n<p>Waste is a by-product, an auxiliary link more global, universal chain of production and innovation.<\/p>\n<p>Cyclic reproduction scheme &#8220;Innovation-implementation-production-consumption-experience optimization, improvement-standard-training-stimulating idea Innovation&#8221; provides a continuous spiral of innovation development of economy, which stimulated consumer experience.<\/p>\n<p>Emerging economies like moving up on the escalator leading down. Interrupting the chain at any stage leads to the consumption of system degradation. Stop innovation &#8211; and the economy went down to the stone age.<\/p>\n<p>Waste generated in the cycle comes after the stage of consumption and waste returned to the production cycle &#8211; before the production stage. In the next cycle of production can only participate waste corresponding to the technological level of production of the next stage of innovation.<\/p>\n<p>Each producer in the chain, especially the user, affect the whole chain. The smallest producer is inextricably linked with the entire industry.<\/p>\n<p>Everyone can make their own conclusions. Find yourself in the chain. Where are you, your company in the world manufacturing shop floor? How many clusters concerns you personally? What can affect you?<\/p>\n<p>The global shift to energy-saving technologies in transport and production releases huge reserves of hydrocarbons. Oil is redirected to the consumer market for profit.<\/p>\n<p>The concept of circular economy will provide additional profit from the recycling processing of hydrocarbons products a few times, and the expected drop in prices encourages their use. In the next decade, the global economy will boom of secondary waste.<\/p>\n<p>So what you need to do Ukraine to be part of the new world order based on a closed-cycle economy? First we need to understand the plight of our current situation.<\/p>\n<p>In Ukraine there are no state or dramatically outdated elements responsible for writing the rules of the game. Our economy is in a downtrend, offset by private, non-system business activity.<\/p>\n<p>&#8220;In Ukraine, there are about 6.7 thousand and 32 thousand official dumps&#8221; &#8211; the Ministry of Ecology and Natural Resources. At the same time all over the country accounts for 12 sorting lines, which gets 3.9% of all waste.<\/p>\n<p>For comparison, the worst performance in the EU &#8211; 15% of waste recycled in the UK, Iceland, Portugal and Greece. In other countries this indicator fluctuates, and the highest 99% is owned by Sweden.<\/p>\n<p>For a country where one family produces on average 400 kg of waste per year, the lack of public policy in terms of resources, littering literally under their feet, and prohibitively short-sighted.<\/p>\n<p>It&#8217;s a shame that the representatives of the Ministry of Environment invited to the meeting of the Committee on Sustainable Development EAFA \/ FPE in D\u00fcsseldorf, were unable to attend the event.<\/p>\n<p>In his time in the Soviet Union operated state system of secondary resources in the State Supply structure comprising Glavvtorsyre (waste collection in cities and towns), Central Council (the countryside), and Glavvtorchermet Glavvtortsvetmet (industrial enterprises, state farms and MTS).<\/p>\n<p>In the context of the centralized Soviet economy the cost of collecting and recycling included in the cost of production and low level of waste management, with the exception of ferrous and non-ferrous metals, paper, textile and plastic waste, due to the low profitability.<\/p>\n<p>Dismantling of the Soviet Union for many decades has frozen development of territories and colonies of the socialist empire. The paradigm of development gave way to survival. Including the program of eating away the accumulated, disposal of property, inherited from the post-Soviet countries of the USSR.<\/p>\n<p>A bit unexpectedly, that the ability to save, turning the secondary resource into a commodity, perfectly mastered generation of adjustment, were in demand in a generation, in the 21st century. The world came to the brink of the resource, similar to a deficit of Soviet times.
