Scientists of the Institute of Thermophysics (IT) of the Siberian Branch of the Russian Academy of Sciences (RAS) have developed a project of a plant for the non-waste disposal of garbage that does not require the construction of a landfill in the framework of the concept of development of the Novosibirsk Scientific Center. This was reported by Ludmila Perepechko, Head of the Department of Innovative, Applied and External Economic Activities of the SB RAS, at the TASS press center in Novosibirsk on Wednesday.

“Our institute offers a completely automatic sorting of waste and its utilization without waste: we completely recycle garbage and refuse to build new landfills.” Calculations for Akademgorodok for 50 thousand tons of waste are made – it is proposed to build a plant for the complete processing of solid household waste, with the selection of valuable fractions (for further processing – TASS comment) and the production of synthesis gas (a mixture of carbon monoxide and hydrogen, used in power engineering – TASS comment), “Perepechko said.

According to her, it is planned to produce domestic equipment for sorting waste according to the set parameters, since depending on the region the composition of garbage is different, and the imported equipment effectively sorts it only by 60%. Burning garbage will be in the plasma oven. “In addition to the fact that we completely use waste, and do not need a test site, we load factories with the production of new equipment that has export potential,” she noted.

The cost of the project is estimated at 1 billion rubles, but later the creation of such complexes will be cheaper, Perepechko promises. “With the existing tariffs, the payback of the system will be up to 10 years, but we are laying down research and development work – with mass replicating the cost will be lower.” Without the construction of the landfill, the project can reach payback even without raising tariffs, but for investment attractiveness the tariff needs to be raised “, – added Perepechko.

As expected, the project will be presented to the section “Smart City” in the framework of the International Forum of Technological Development “Technoprom”, which will be held in Novosibirsk on August 27-30.

The “garbage” issue in Novosibirsk

The problem of garbage processing in Novosibisrka is very acute. To solve the problem, the Novosibirsk region authorities concluded in July 2016 with the Ecology-Novosibirsk company a concession agreement for the construction of two waste-processing plants worth 6.5 billion rubles. In September 2017, VIS Group became the owner of 75% of this company and now represents the interests of the concessionaire.

The company-concessionaire before 2019 at its own expense planned to create a system of communal infrastructure, including garbage-processing complexes in the villages of Verkh-Tula and Razdolnoye near Novosibirsk and two landfills for them, as well as carry out activities for processing, neutralization and disposal of waste.

Separate provisions of the concession aroused criticism of deputies of the Legislative Assembly of the Novosibirsk Region. In particular, they drew attention to the fact that the agreement involves compensation from the budget of incomes received by the concessionaire if the complexes receive less than 800 thousand tons of solid municipal waste per year.

Ecologists, community workers and villagers, near which the construction of a landfill site is expected, doubted the environmental safety of the project. In October, the provisional governor instructed the regional government to notify the concessionaire about the termination of the contract for the construction of waste processing facilities. At the same time, the authorities of the Novosibirsk region did not exclude the conclusion of a new agreement with the former concessionaire on new terms.

In April 2018, the authorities of the Novosibirsk region and public officials agreed on the parameters of a new concession agreement for the construction of two waste sorting complexes, the cost of which decreased by more than 2 billion rubles and amounted to 4.3 billion rubles.
