Garbage is a terrible biological weapon of the Lviv invention. Ukraine realized this when Lvov drowned in the dregs, and then shoved them around the country. Therefore, we turn to separate collection of garbage. The revolutionary initiative has so far limited itself to the Cabinet’s toilet and three cardboard boxes with the inscriptions “Glass”, “Plastic” and “Paper”. But the problem is not in the ways of collecting garbage and not even in sorting, what the bums and gypsies do successfully, but the fact that doing business on it is unprofitable. So we are waiting for the increase of tariffs …

Who said that the European approach to garbage collection (with separate containers) is a fiction of a new democratic government? Nothing like this! In the anti-people regime, containers for separate collection of garbage were installed in a number of cities.

If I remember correctly, they flashed in 2011 in Odessa. And in 2012 in Mariupol. I even remember how the then mayor of Mariupol, Yuri Khotlubey, at the opening of a new solid waste landfill in Ordzhonikidzevsky district said: the mayor’s office will buy 600 containers, of which 300 will be used for separate collection of garbage. Containers for glass and polyethylene will be installed near the houses, they will be serviced by ZhEKi. And to collect glassware and PET bottles will be the Communal Communicator.

A wonderful undertaking. You can say, exemplary. Not without reason in Mariupol then delegates from the European Union who actively tempted the antinational regime mentioned above to sign the Association Agreement with the EU were brought. It was under this agreement that in the same now already distant 2012-m the law “On Waste” introduced a norm on separate collection of garbage and fines for violation of this rule.

In general, Ukraine is a unique country with pronounced signs of sclerosis in public policy. We sign something, we take some obligations on ourselves, we forget about them, we do not do anything, of course, and when the hour X comes and we have to enter the promised one, we fall into a stupor.

The same thing happens with the so-called implementation of European standards and technical regulations. Recognized picture and the prohibition of milk from private traders, the introduction of which has already been postponed for six months. In occasion of separate garbage in 2012 in Mariupol the question arose: what to do with it? And till now it remains relevant.

You know, since we Ukrainians, from the European point of view, have a “mental kin” for the Moldovans who made their way to European integration and visa-free status for a couple of years before, it’s enough to watch one video to see how it will be for us.

Therefore, when I hear how the Minister of Ecology Ostap Semerak complains that only in Odessa you need about 50 thousand containers for separate sorting of rubbish (I wonder where the ones that were purchased in 2011 went?), I have this video before my eyes from Chisinau. You can sort, and then what?

For example, in a few months the authorities will use the methods tested on smokers and Russian carriers using violence and fines to educate the population so that it separates plastic bottles, glass containers, paper, food waste, and so on. Okay, we’ll sort it out. And then what?

It is well-known that in the country there is a catastrophic lack of capacities for the utilization of combined packaging, batteries (by the way, in which container do they shove, who will tell me? -the author) and food waste.

On batteries in general, the full “seams”, as far as I understand: there are only two plants where they seem to be grinded – Lviv state plant “Argentum” and LLC “Ecospetsproekt” in the White Church. But to take the garbage from all over Ukraine again to Lviv … This is ridiculous, paradoxical and inhumane. Moreover, at the Lvov plant, only two people are supposedly processing battery cells a couple of days a week. Because “to cram” batteries is a disadvantageous occupation.

Unlike wastepaper. Any active bum will confirm that we can make good money on scrap metal and waste paper. Both are in short supply. Therefore, scrap metal and waste paper processing companies have to import from abroad.

The average volume of imports to Ukraine of waste paper is about 200 thousand tons per year. Import of scrap varies a lot, depending on the situation in industry, scrap export taxes, etc. In 2017, for the first time in history, Ukraine imported ferrous scrap more than it exported. According to some reports, the difference was 400 thousand tons.

From the interesting for business on processing it is possible to name also utilization of the fulfilled oils (fuels and lubricants) (transmission, motor, industrial and even food – frying). The buyers use fuel waste as fuel. It is environmentally harmful, but pouring oil on a landfill and in ponds is even more harmful. Of the two evils we have to choose less.

At this commercialization of waste processing, in principle, ends. And business begins on transportation and burial of household waste, which is traditionally handled by firms close to local authorities. Since it is the local government that establishes tariffs for transportation and finances the maintenance of landfills, cutting between their own money allocated to it from the budget.

In garbage dumps, sort of homeless people and gypsies again, separating what can be sold for recycling. The rest should be burned. But for today in Ukraine only three incinerators – in Kiev, Dnipro and Kharkov. Really works only Kiev. What is the point in this situation for citizens to sort garbage, which will still be in one landfill, is still unclear.

But it is obvious: with the realization of the fact that “the law does not work,” the next stage of the PR campaign on “to make money, it is necessary to pay” will begin. And they will again divorce us for money. Already now I notice the first signs of a cautious probing of public opinion.

Say, the root of the problem is that garbage processing is regulated by the law on natural monopolies and belongs to the types of economic activities in related markets, and tariffs must be approved by the NCRECU. Similar changes in the profile legislation were introduced in 2012 by representatives of the anti-popular regime, “regionalists” – Yulia Levochkina and Yuri Miroshnichenko. They took this right from the local authorities.

Once the tariffs are unprofitable, then nobody wants to work in the garbage field. It is worth raising the tariff – immediately there will be those who wish and we will live in European style. I have already read somewhere that “the average tariff for the processing of garbage in Europe is 24 euros per 1 cubic meter. m. “. It is perfectly. And what is the average salary in Europe, we remember? Or it does not count?

In general, with garbage Ukraine will clearly go from sorting to new payments. As Pan Semerak said, the new model of handling solid domestic waste will include an increase in fees for the disposal of garbage.
